The City connects residents, property owners, and partners with trusted housing programs and resources. Use the sections below to find the right resource for your needs, from fair housing help and rental assistance to developer incentives and funding:

GENERAL
HOUSING ELEMENT
California law requires every city to prepare a Housing Element for existing and projected housing needs. On December 3, 2024, the City of Malibu’s 2021-2029 Housing Element was certified by the California Department of Housing and Community Development (HCD). The Element includes a statement of goals, policies, quantified objectives and scheduled programs for the preservation, improvement, and development of housing in the City. LOCAL HOUSING AUTHORITY
The Los Angeles County Development Authority (LACDA) is the local housing authority serving Malibu residents for programs including Section 8 Housing Choice Vouchers (HCV) and County administered public housing.

FAIR HOUSING SERVICES
Federal, state, and local laws prohibit housing discrimination based on certain categories. The laws cover housing for rent or sale, advertising, lending, insurance, steering, redlining, and hate crimes. In California, virtually every unit of housing for rent or sale is covered under the fair housing laws. If you believe you experienced housing discrimination or need landlord/tenant counseling, contact the Housing Rights Center (HRC). Services are free to residents of Los Angeles and Ventura Counties.

HOMELESSNESS — CITY PROGRAMS & CONTACTS

ACCESSORY DWELLING UNITS (ADU)
An Accessory Dwelling Unit (ADU) is a smaller, independent residential dwelling unit (e.g., attached, detached) located on the same lot as a single- or multi-unit dwelling. For local regulations and forms, view Accessory Dwelling Units.
SHARED HOUSING (HOME SHARING) FOR OLDER ADULTS
Affordable Living for the Aging (ALA) matches senior homeowners with compatible housemates (reduced rent and/or service exchange), helping seniors age in place and expanding lower cost options for seekers. For information, view ALA Shared Housing.
