Debris Removal
The ash and debris that remain from a structure destroyed by wildfire contain hazardous waste and materials that can threaten public health. Therefore, the City of Malibu declared a Local Emergency on December 10, 2024, which states that the duties of the Director of Emergency Services and the City shall be those prescribed by State law and by the ordinance and resolutions on the City. This Local Emergency will continue until its termination by the City Council who will review the need every 60 days.
Due to a declaration of a Local Emergency, the removal of debris is prohibited until an inspection of the debris is conducted by specially trained Federal, State, or local hazardous materials teams. The City prohibits the delivery of debris bins in the affected areas without the approval from the City, removal of smoke-damaged personal items, and removal of vegetative landscape debris from the fire. Debris containing asbestos is hazardous to public health and should only be removed by qualified professionals.
Hazardous Waste and Structure Fire Debris Clean-up
To expedite recovery activities and ensure the safe removal of hazardous waste and fire debris, the City is assisting with the asbestos survey as well as the household hazardous waste removal from structures and properties damaged by the wildfire.
The Fire Debris Removal Process is divided into Phase 1 (Asbestos Survey and Household Hazardous Waste) and Phase 2 (debris and ash removal).
Phase 1: Household Hazardous Waste Removal
During Phase 1, at no cost to property owners, the City's consulting environmental specialist will inspect your property and remove any Household Hazardous Waste (HHW) that pose a threat to human health and the environment such as batteries, pesticides, cleaning products and paints. There is no cost to the property owner for this work and you will need to complete the Access Agreement to participate. Once your property is cleared, a clearance notice will be posted on the property. The Phase 1 clearance does not include removal of fire debris and ash. To receive a copy of the Access Agreement form, contact the City at FranklinFire@malibucity.org.
Phase 2: Debris Removal and Property Clean-Up
Property owners must hire a private licensed contractor to remove fire debris and clean up their properties. A Local Fire Debris Removal Program Application and workplan must be approved by the City of Malibu Building Safety Division prior to the commencement of work. You should be prepared to provide insurance information before the work can be done. This work will include removal of all structure debris to ensure the site is clean and safe for rebuilding. Private debris removal is done at the homeowner’s expense, shall follow cleanup standards, and be performed by a private licensed contractor. Contact the Building Official at 310-456-2489, Ext. 229 to discuss removal and disposal of the foundation.
Ash and Debris Removal: Guidelines to removal of non-hazardous debris from their properties in the following ways:
- Self-clearance and self-hauling directly to a permitted landfill or other permitted solid waste facility.
- Self-clearance and use of roll-off bins or dumpster by authorized waste haulers to remove debris for disposal.
- Contracting for clearance and hauling. Residents are advised to select a contractor based on their individual needs.
Step 1: Download and complete the Local Fire Debris Removal Program Application.
Step 2: Submit the form via email to franklinfire@malibucity.org or submit at City Hall by March 30, 2025 unless otherwise extended by the Building Official.
Step 3: All debris removal work must be completed by May 30, 2025 unless otherwise extended by the Building Official.
CHARRED LANDSCAPING: NO STRUCTURAL DAMAGE
Properties that have charred landscaping, but no structural damage are not required to have a HazMat Clearance to remove this type of debris. Charred landscaping on these properties can be placed in green waste bins or removed by a City permitted hauler. Before removing any trees or Environmentally-Sensitive Habitat Areas (ESHA), residents must get approval from the City Biologist (Malibu City Hall, Tuesdays, 9:00 AM - 11:00 AM). What do I need to do in order to have a trash dumpster delivered to my property within the burn area? See the City-Permitted Hauler list for available options.
My shed/barn burned but my house is not damaged. Do I still need to go through the Fire Debris Removal Process? Yes. All properties in the burn areas must be evaluated for household hazardous waste prior to debris removal.
Can I opt out of the Phase 1 hazardous waste inspection and proceed with debris removal? No. Inspection and clearance of household hazardous waste is required prior to any debris removal.
How will I know when Phase 1 crews have inspected my property and removed the Household Hazardous Waste (HHW)? The City will ensure that all communication will be sent directly to the property owner, including HHW notifications.
What is the cost for the Phase I hazardous waste inspection and household hazardous waste removal? There is no charge to the property owner for this service.
When will Phase 1 hazardous waste crews be in my area? I would like to be present when they inspect my property. A general schedule may be available in the near future. The Building Official will notify the property owner of the assessment time.
Rain Ready
Following a wildfire, soil conditions are known to produce rock and debris flows. Residents should monitor weather forecasts and local news agencies to ensure they are prepared for any possible rain and resulting mud slides. For the latest local weather forecasts, visit the National Weather Service (NWS) website at www.weather.gov and enter "Malibu" in the box in the upper left section of the page.
In preparation of expected rain, staff is clearing storm drains throughout the City and will continually monitor rainfall and stream flow for potential rockslides and mudslides, particularly in the heavily burned areas.
Motorists should allow extra time and be prepared for significant travel delays if road closures develop. Motorists should also be aware of rocks and other debris in the roads, particularly along PCH and canyon roads, and proceed with extreme caution.
Sandbags
Sandbags are available to Malibu residents at local Los Angeles County Fire Stations, while supplies last. You must live in the community or city where you are requesting sandbags. Proof of residency is required.
Plastic or plastic-based sandbags are banned in Malibu. Only first responders may use plastic sand bags for emergency purposes as needed to abate the emergency until other means of protection can be employed.
LA County Department of Public Works also published a handbook on how to properly place sandbags and other debris-blocking materials.

Safety and Health Guidance
A fire in a home can cause serious damage. The building and many of the things in your home may have been badly damaged by flames, heat, smoke and water. You may find things that the fire did not burn up but are now ruined by smoke and soggy with water used to put out the flames. Anything that you want to save or reuse will need to be carefully cleaned. The firefighters may have cut holes in the walls of the building to look for hidden flames. They may have cut holes in the roof to let out the heat and smoke. Cleanup will take time and patience.
Use Caution
- Wear sturdy shoes (steel toes and shanks are recommended) and clothing
- Hazardous chemicals and conditions may be present
- Inspect propane tanks for visible damage before turning on
- Wear protective gear when sorting through possessions. Anything in contact with ash should be
- sanitized and cleaned. Sorting through/cleaning burn debris is not recommended.
- Be aware of slip, trip, fall and puncture hazards.
It is important to understand the risk to your safety and health even after the fire is out. The soot and dirty water left behind may contain things that could make you sick.
Be very careful if you touch any fire-damaged items. Ask the advice of the fire department, local building officials, your insurance agent, and restoration specialists before starting to clean or make repairs.
Do not eat, drink, or breathe in anything that has been near the flames, smoke soot, or water used to put the fire out.
Safety
Fire ash may be irritating to the skin, nose and throat may cause coughing and/or nose bleeds. Fine particles can be inhaled deeply into lungs and may aggravate asthma and may make it difficult to breathe.
- Refrain from cleaning ash and fire debris until professional hazardous material cleanup services are secured.
- When exposure to dust or ash cannot be avoided, use a well-fitted NIOSH-certified air-purifying respirator N-95 mask.
- Children should not be in the vicinity while cleanup is in progress. Even if care is exercised, it is easy to stir up ash that may contain hazardous substances. In addition, the exploratory behavior of children may result in direct contact with contaminated materials.
- Clean ash off house pets and other domesticated animals if they have been in contaminated areas. It is best to not allow pets in these areas due to the potential risk to their health and their ability to spread outside of contaminated areas.
- Wear gloves, long-sleeved shirts, and long pants to avoid skin contact. Goggles are recommended. Contact with wet ash may cause chemical burns or irritation on skin. Change your shoes and clothing prior to leaving the decontamination site, to avoid tracking ash into your car, home, etc.
Water
Do not use your water if you suspect or have been told it is contaminated to wash dishes, brush your teeth, wash and prepare food, wash your hands, make ice, or make baby formula. Safe water for drinking, cooking, and personal hygiene includes bottled, boiled, or treated water.
If you have a drinking water well, listen to your local health authorities for advice on using your well water.
Handwashing
Keeping hands clean during an emergency helps prevent the spread of germs. If your tap water is not safe to use, wash your hands with soap and water that has been boiled or disinfected. Follow these steps to make sure you wash your hands properly:
- Wet your hands with clean, running water and apply soap.
- Rub your hands together (20 seconds) to make a lather and scrub them well.
- Rinse your hands well under running water.
- Dry your hands using a clean towel or air dry them.
* A temporary hand washing station can be created by using a large water jug that contains clean water. Washing hands with soap and water is the best way to reduce the number of germs on them. If soap and water are not available, use an alcohol-based hand sanitizer that contains at least 60% alcohol. Alcohol- based hand sanitizers can quickly reduce the number of germs on hands in some situations, but sanitizers do not eliminate all types of germs.

Food Safety
Foods exposed to fire can be compromised!
- Food in cans or jars may appear to be okay, but if they've been close to the heat of a fire, they may no longer be safe. Heat from a fire can activate food spoilage bacteria. If the heat is extreme, the cans or jars themselves can split or rupture, rendering the food unsafe.
- One of the most dangerous elements of a fire is sometimes not the fire itself, but toxic fumes released from burning materials. Toxic fumes can permeate the packaging and contaminate the food. Any type of food stored in permeable packaging (cardboard, plastic wrap, etc.) should be thrown away. Discard any raw foods stored outside the refrigerator such as potatoes or fruit that could be contaminated by the fumes.
- Food stored in refrigerators or freezers can also become contaminated by fumes. The refrigerator seal isn't airtight and fumes can get inside.
- Chemicals used to fight fires contain toxic materials and can contaminate food and cookware.
- Foods that are exposed to chemicals should be thrown away. This includes food stored at room temperature, such as fruits and vegetables, as well as foods stored in permeable containers like cardboard and screw-topped jars and bottles.
Reheating food that has become contaminated will not make it safe. When in doubt, throw it out!
Cleaning and Sanitizing
Cleaning and sanitizing your household after an emergency is important to help prevent the spread of illness and disease. Clean and sanitize surfaces in a four-step process:
- Wash with soap and hot, clean water.
- Rinse with clean water.
- Sanitize by immersing for 1 minute in a solution of 1 cup (8 oz/240 mL) of unscented household chlorine bleach in 5 gallons of clean water.
- Allow to air dry.
Please remember the following safety tips when cleaning:
- Never mix bleach with ammonia or any other cleaner.
- Wear rubber or other non-porous boots, gloves, and eye protection.
- Try not to breathe in product fumes. If using products indoors, open windows and doors to allow fresh air to enter.
Smoke, Water, Ash and Debris Management
Seek professional damage and debris removal/restoration services.
All persons accessing burned structures should be aware of the potential hazards associated with those sites. Cleanup efforts at these sites may expose you to ash, soot, and fire decomposition products that can cause health effects including, but not limited to, eye/skin/respiratory irritation. If possible, try to avoid direct contact with ash. If you get ash on your skin, in your eyes, or in your mouth, wash it off as soon as you can, with clean or sterile water. We do not advise ash clean‐up while ash is still falling, and the situation is unpredictable. Wait until conditions improve.
Ash from burned structures is generally more hazardous than forest ash. For these reasons, it is advisable to be cautious and avoid any unnecessary exposure to the ash.
- Avoid doing activities that stir up ash. Do not allow children to play in ash or be in an area where ash‐covered materials are being disturbed. Wash ash off toys before children play with them.
- Wear a tight fitting N95 respirator mask, gloves, long‐sleeved shirts, and long pants
- when cleaning up ash.
- Avoid getting ash into the air as much as possible. Avoid sweeping it up dry. Use water and
- wet cloth or mop to clean items and surfaces.
- Under any circumstances, do not use leaf blowers!
Health Effects of Ash: Fire ash may be irritating to the skin, nose, and throat, and may cause coughing and/or nose bleeds. Fine particles can be inhaled deeply into lungs and may aggravate asthma and make it difficult to breathe. Fire ash contains microscopic particles (dust, dirt, soot) that can be deposited on indoor and outdoor surfaces and can also be inhaled if the ash becomes airborne. Unless tested, the ash is not classified as a hazardous waste, however it may contain traces of hazardous chemicals such as metals (lead, cadmium, nickel and arsenic), asbestos (from older homes or other buildings), perfluorochemicals (from degradation of non‐stick cookware), flame retardants, and caustic materials.
If the ash contains asbestos, nickel, arsenic or cadmium, then exposure is a particular concern because these substances can cause cancer. Because the substances in the ash vary, it is always best to be cautious. Some wet ash can cause chemical burns or skin irritation.
Sensitive People: People with asthma or other lung diseases, pregnant women, and the elderly or very young should exercise special caution because they may be more susceptible to health effects from the ash.
Children: Children should not be in the vicinity while cleanup is in progress. Even if care is exercised, it is easy to stir up ash that may contain hazardous substances. In addition, the exploratory behavior of children may result in direct contact with contaminated materials.
Pets: Clean ash off house pets and other domesticated animals if they have been in contaminated areas. However, it is best to not allow pets in these areas due to the potential risk to their health and their ability to spread outside of contaminated areas.
Clothing: Covering clothing is recommended when in proximity to ash. Goggles are recommended. Change your shoes and clothing prior to leaving the decontamination site, to avoid tracking ash into your car, home, etc.
Masks: When exposure to dust or ash cannot be avoided, use a well‐fitted NIOSH‐certified air‐purifying respirator mask. This type of mask can be purchased from most hardware stores. A mask rated N95 is much more effective than unrated dust‐ or surgical‐masks in blocking ash particles. Although smaller sized masks may appear to fit a child’s face, manufacturers do not recommend their use for children. If your child is in an area that warrants wearing a mask, you should remove them from that area to an environment with cleaner air. Persons with heart or lung disease should consult their physician before using a mask during post‐fire cleanup.
If you have symptoms that may be related to exposure to smoke or soot, consult your doctor. Symptoms include repeated coughing, shortness of breath, or difficulty breathing, wheezing, chest tightness or pain, palpitations, headaches and nausea or unusual fatigue or lightheadedness.
Wildfire Smoke and Face Masks
Wildfire smoke can irritate your eyes, nose, throat, and lungs. It can make you cough and wheeze and can make it hard to breathe. If you have asthma or another lung disease, or heart disease, inhaling wildfire smoke can be especially harmful.
If you cannot leave the smoky area, good ways to protect your lungs from wildfire smoke include staying indoors and reducing physical activity. Wearing a special mask called a “particulate respirator” can also help protect your lungs from wildfire smoke. These masks should be used mostly by people who have to go outdoors.
Will a face mask protect me from wildfire smoke?
Respirator masks labeled N95 or N100 provide some protection – they filter‐out fine particles but not hazardous gases (such as carbon monoxide, formaldehyde, and acrolein). This type of mask can be found at many hardware and home repair stores and pharmacies. Your local health agency may also have these masks.
- Choose an N95 or N100 mask that has two straps that go around your head.Don’t choose a one‐strap paper dust mask or a surgical mask that hooks around your ears – these don’t protect against the fine particles in smoke.
- Choose a size that fits over your nose and under your chin. It should seal tightly to your face. These masks don’t come in sizes that fit young children.
- Don’t use bandanas or towels (wet or dry) or tissue held over the mouth and nose. These may relieve dryness, but they won’t protect your lungs from wildfire smoke.
Anyone with lung or heart disease or who is chronically ill should check with their health care provider before using any mask. Using respirator masks can make it harder to breathe, which may make existing medical conditions worse. The extra effort it takes to breathe through a respirator mask can make it uncomfortable to use them for very long. These masks should be used mostly by people who have to go outdoors.
Respirator masks shouldn't be used on young children – they don’t seal well enough to provide protection. They also don’t seal well on people with beards.
How do I use my respirator mask?
- Place the mask over your nose and under your chin, with one strap placed below the ears and one strap above. Adjust the mask so that air cannot get through at the edges.
- Pinch the metal part of the mask tightly over the top of your nose.
- The mask fits best on clean shaven skin.
- Throw away your mask when breathing through it gets difficult, if it gets damaged, or if the inside gets dirty. Use a new mask each day if you can.
- It’s harder to breathe through a mask, so take breaks often if you work outside.
- If you feel dizzy or nauseated, go to a less smokey area, take off your mask, and get medical help if you don’t feel better.

Local Assistance Center Opening
The City of Malibu will open a Local Assistance Center at Malibu Bluffs Park on Tuesday, December 17, from 10:00 AM to 4:00 PM. Representatives from Los Angeles County Public Works, Waterworks District 29, USPS, Southern California Edison (SCE), the Red Cross, and the Boys and Girls Club of Malibu will be available to assist residents reconnecting services and accessing recovery resources.

PCH and all roads in Malibu are open to public traffic. Topanga Canyon remains closed through the Red Flag Warning, through at least 6:00 PM this evening. Drive cautiously, as there are emergency personnel and vehicles working actively in the fire area.

Electric:
As of Dec. 18. SCE has shut off power on the Nicholas and Maguire circuits in Malibu. SCE continues to monitor the Cuthbert, Galahad, Merlin, and Serra circuits for potential shutoff through 6:00 PM today. Updates on outages and restoration will be posted on www.sce.com/psps. When conditions improve and restoration is authorized, lines must be inspected, which may take up to 8 hours, depending on if repairs are needed and if daylight is needed.
The City is aware of community concerns about losing cell service during a power outage and the critical need for emergency communication. This remains a top priority, and we are working closely with public safety partners to monitor and prepare for any potential impacts. Tune into local AM/FM radio, including 99.1 FM KBUU for emergency information when cell power and phone service are out, using handheld or car radios, which will function.
Water:
Los Angeles County Waterworks District 29 has CANCELED the boil water notice for the 22 homes in Sweetwater Canyon Drive, Ridgemont Drive, and Beckley Terrace. Residents with questions can contact 877-637-3661.
The District, in conjunction with the State Water Resources Control Board and the County of Los Angeles Department of Public Health, has deemed the water is safe to drink.
Prior to using water in your home or business, turn on all outdoor hose spigots for at least 2 minutes each or longer until the water is clear. Afterwards, turn on all interior faucets, including sink faucets, showers, tubs, etc. Run water for both cold and hot for at least 2 minutes each or longer until the water is clear. This process should remove any sediment or discoloration that may be in the water.
A Red Flag warning, extremely dangerous fire weather, remains in effect until 6:00 PM the evening of Dec. 18 due to forecasted strong Santa Ana winds and low humidity. For weather information, visit https://www.weather.gov/lox.
If you smell smoke or see ash due to a wildfire, remain indoors with windows and doors closed or seek alternative shelter, if possible.

City Hall is Open to the Public for Regular Services
Malibu City Hall is open for regular services Wednesday, December 18, at 8:00 AM. Regular hours are 7:30 AM – 5:30 PM, Monday through Friday. Previously scheduled meetings and programs will take place according to what is currently listed in the website calendar, at: www.malibucity.org/calendar. All City parks are open, including the Temporary Skate Park at Malibu Bluffs Park, and the Community Swimming Pool at Malibu High School.
Franklin Fire Recovery Center at City Hall
A Recovery Center is open in the downstairs lobby of Malibu City Hall, open during open hours, with City Planning and Environmental Sustainability staff ready to assist residents or businesses with rebuild, permitting, debris removal and anything related to the Franklin Fire. The staff is also available directly phone at 310-456-2489, ext. 385 or email at MPlanning@malibucity.org.
Santa Monica-Malibu Unified School District (SMMUSD) schools in Malibu are open today. Webster Elementary School will remain closed for repairs and is expected to reopen on January 6, 2025.
Webster Elementary families have the option to return to in-person classes with Webster teachers, at Malibu Elementary School. More information will be communicated to the community by the School District.

A mobile cell tower is being installed at Point Dume Pavilion's for limited local coverage, and we continue working with providers to restore full service.

The City is proud and grateful for the incredibly fast and effective response of the LA County Fire and Sheriff’s Department, CalFire, and all of the public agencies that responded to the Franklin Fire, and to all of the community volunteers from the Community Brigade, Sheriff’s Volunteers on Patrol, Malibu CERT, Arson Watch, and regular community members who together protected lives and homes. Malibu is a strong and resilient community, and always come together to get through crises. CITY EMERGENCY OPERATIONS CENTER DEACTIVATED
The City has deactivated its Emergency Operations Center (EOC) and returned to normal City staffing and schedules as of December 18, 9:00 PM, due to the 100% containment of the Franklin Fire, lifting of the Red Flag Warning and easing of hazardous wind conditions, restoration of power in Malibu after Southern California Edison’s (SCE) Public Safety Power Shutoff (PSPS).

CITY HALL IS OPEN TO THE PUBLIC FOR REGULAR SERVICES
Malibu City Hall is open for regular services 7:30 AM – 5:30 PM, Monday through Friday. Previously scheduled meetings and programs will take place according to what is currently listed in the website calendar, at: www.malibucity.org/calendar. All City parks are open, including the Temporary Skate Park at Malibu Bluffs Park, and the Community Swimming Pool at Malibu High School.
FRANKLIN FIRE RECOVERY CENTER AT CITY HALL
A Recovery Center is available in the downstairs lobby of Malibu City Hall during open hours, with City Planning and Environmental Sustainability staff ready to assist residents or businesses with rebuild, permitting, debris removal and other assistance related to the Franklin Fire, including during the winter holiday closure. FRANKLIN FIRE RECOVERY COMMUNITY UPDATES SHIFTING FROM EMERGENCY ALERTS TO E-NOTIFICATIONS

FRANKLIN FIRE UPDATE 12/17/24, 1:15 PM: Red Flag, extremely dangerous fire weather, and potential Public Safety Power Shutoffs in Malibu 12/17 - 12/18.
Red Flag Warning in effect from 3 PM Tuesday (12/17) to 6 PM Wednesday (12/18). Santa Ana winds will increase across much of Los Angeles and Ventura Counties Tuesday afternoon with winds likely peaking Tuesday night through Wednesday morning. Northeast winds will rapidly develop with gusts likely ranging from 40 to 60 mph, strongest in the mountains. These winds combined with minimum humidity in the 10 to 20 percent range will very likely lead to critical Red Flag fire weather conditions developing Tuesday afternoon to evening and continuing through Wednesday afternoon.

Southern California Edison (SCE) has issued a Public Safety Power Shutoff (PSPS) monitoring notice for circuits in the Malibu area, including Cuthbert, Maguire, Merlin, and Serra, due to high winds forecasted Tuesday (12/17) afternoon through Wednesday (12/18) evening.
What to Know:
Power outages may occur to reduce wildfire risk.
Restoration may take 8+ hours after winds subside.
Cell service may be disrupted during outages. Use a battery-powered or car radio to access emergency info on local AM/FM stations, including 99.1 FM KBUU.

FRANKLIN FIRE UPDATE: 12/16/24, 9:00 AM - Acreage remains at 4,037, containment is now at 54%. Teams have completed all of the damage inspection. 20 structures destroyed (9 single family dwellings and 11 outbuildings);
28 structures damaged (14 single family dwellings, 2 multi family dwellings, 7 commercial, and 5 outbuildings).
Update 12/15, 9:00 AM: Acreage remains at 4,037, and containment is now at 42%. Road closures remain same. Damage inspections 95% complete.
The City of Malibu is providing updates on the Franklin Fire containment progress, damage assessments, and recovery resources for residents and businesses as the community moves into the recovery phase.

Repopulation and Road Access
All evacuation orders have been reduced to warnings, and all residents may now return to their homes.
Pacific Coast Highway (PCH) is fully open in both directions.
Remaining soft closures (residents only, with proper ID):
Las Flores Canyon Road, Carbon Canyon Road, Sweetwater Canyon Drive, Puerco Canyon Road, and Corral Canyon Road, all north of PCH.
The only hard closure remains Malibu Canyon Road, between Piuma Road and Civic Center Way.
Residents are encouraged to drive cautiously as emergency and utility crews remain active in the area.

Local Assistance Center (LAC):
The City of Malibu will host a Local Assistance Center (LAC) at City Hall on Tuesday, December 17, from 10:00 AM to 4:00 PM.
This one-stop resource will include representatives from 15 agencies, to provide resources for:
· Rebuilding and recovery, including information on permits.
· Preparing properties for winter weather and addressing debris cleanup.
· Reconnecting utilities and accessing additional recovery services
City Hall Reopening:
City Hall will reopen for normal operations on Wednesday, December 18, at 8:00 AM.
The City will also host a Town Hall and Community Forum that evening at 6:00 PM to provide updates, hear resident concerns, and share additional recovery resources.
School Reopening Updates
Malibu Elementary, Malibu Middle, and Malibu High Schools are scheduled to reopen on Monday, December 16, 2024, after undergoing professional cleaning and HVAC filter replacements.
Webster Elementary School requires more substantial repairs and professional restoration due to smoke damage and will reopen on Monday, January 6, 2025. In the interim, Webster students and staff will relocate to Malibu Elementary School starting Tuesday, December 17 for in-person learning.

School Reopening Update: December 15, 2024: Malibu Elementary, Malibu Middle, and Malibu High Schools remain on track to reopen on Monday, December 16, 2024.
Webster Elementary School students and staff will temporarily relocate to Malibu Elementary School starting Tuesday, December 17, for families ready for their students to return to learning.
To support this transition, parking restrictions near Malibu Elementary School will be temporarily adjusted. Fernhill Drive from Grayfox Street to the school's driveway entrance will remain restricted for student pickup and drop-off, while other parking restrictions along Grayfox Street will be temporarily lifted.
Thank you for your patience as we work to ensure a smooth transition for all students and families.
12/13/24 10:30 AM UPDATE: The City of Malibu is pleased to announce progress in recovery efforts as evacuation orders for some areas have been reduced to warnings, allowing more residents to return to their homes.

· Zone MAL-C112-C has been downgraded from an evacuation order to a warning.
· Residents in this zone may now return home but are encouraged to remain vigilant and cautious

School Update
The Santa Monica-Malibu Unified School District has announced the following updates for Malibu schools:
Malibu Elementary, Malibu Middle, and Malibu High Schools:
These schools sustained no damage but require professional cleaning of HVAC systems and outdoor spaces. Cleaning is planned for Friday, December 13, or over the weekend, with an expected reopening on Monday, December 16, pending road access. Families will be notified on Sunday, December 15 with confirmation.
Webster Elementary School:
Webster Elementary sustained electrical and fire damage. Repairs will begin as soon as access is granted, and the school is expected to reopen after winter break on January 6, 2025.
Options for Webster students to attend in-person classes at Malibu Elementary with their teachers starting Tuesday, December 17, are being explored. Families have been surveyed, and decisions will be communicated soon.
Pepperdine University Update
Pepperdine University has announced that normal operations for faculty and staff on the Malibu campus will resume next week. Campus events are also scheduled to resume this weekend.

Franklin Fire Status: The fire has burned 4,037 acres and is now 32% contained. Crews continue to make progress in securing control lines and extinguishing interior heat sources.
Damage Assessment:
· Residential structures: 8 single-family homes destroyed, 11 single-family homes damaged.

· Outbuildings: 11 destroyed and 4 damaged.

12/12/24 8:30 PM UPDATE: City Announces Recovery Progress Following Franklin Fire; efforts to repopulate affected areas and assess damages
Franklin Fire has burned 4,037 acres and is now 30% contained. The next step is to transition to recovery: repopulate affected areas, assess damages, and support the community.
The City of Malibu provided updates today on the Franklin Fire and the ongoing transition to recovery. Officials from Unified Command, Los Angeles County agencies, and the City outlined efforts to repopulate affected areas, assess damages, and support the community’s rebuilding process.
The Franklin Fire has burned 4,037 acres and is now 30% contained. Damage inspections have identified 12 structures destroyed (6 single-family homes and 6 outbuildings) and 11 structures damaged (10 single-family homes and 1 outbuilding). Approximately 66% of residents—or 3,747 individuals—have been allowed to return to their homes, while 1,600 residents remain under evacuation orders.
Mayor Doug Stewart expressed the City’s dedication to recovery: “Malibu is a strong and resilient community. I want to thank our residents for their patience and our first responders for their heroic efforts. The City will continue to stand with you, providing the support and resources needed to rebuild and recover.”
Repopulation and Road Closures
Zones being repopulated will continue to reflect an Evacuation Warning (Yellow) status. Repopulation areas will be accessible to Residents Only with proper ID. Residents can check the status of their evacuation zones and repopulation updates by visiting the Genasys Evacuation Map at protect.genasys.com.
- Normal Status (Evacuation Warning Lifted): Evacuation warnings have been lifted east of Las Flores Canyon, including Topanga and Sunset Mesa Zones. These areas have been returned to “normal status”.
- Repopulating with Evacuation Warning (Yellow): Area’s west of Las Flores Canyon to Sweetwater Mesa, and west of Serra Road to Puerco Canyon are being repopulated under Evacuation Warning status.
- Remaining Under Mandatory Evacuation Order (No Access): Area west of Sweetwater Mesa and Serra Road remains under Evacuation Order, with no access at this time.
Residents returning to their homes in repopulation zones can do so with confidence that these areas have been thoroughly inspected by agencies and deemed safe. However, all residents are urged to remain cautious and follow instructions from public safety officials. School Updates
Malibu Elementary, Malibu Middle, and Malibu High Schools were spared from any damage during the Franklin Fire. However, thorough cleaning by a professional restoration and cleaning company must be completed before reopening. This includes cleaning and replacing filters in all heating, air conditioning, and ventilation systems. Cleaning is anticipated to occur on Friday, December 13, or over the weekend, with an expected return to school on Monday, December 16. Families and staff will receive confirmation on Sunday, December 15, pending the reopening of PCH and access to school sites.
Webster Elementary School sustained electrical and some fire damage, requiring additional repairs before reopening. Restoration work will begin as soon as access is granted, with the goal of reopening the school following winter break on January 6, 2025.
Webster Elementary families have been asked to complete a survey regarding interest in attending in-person classes at Malibu Elementary School with Webster teachers beginning as early as Tuesday, December 17. Options are being considered, and decisions will be communicated to the community shortly.

- Water Supply: Los Angeles County Waterworks District 29 has issued a boil water notice for 22 homes in Sweetwater Canyon Drive, Ridgemont Drive, and Beckley Terrace due to temporary power loss. Residents with questions can contact 877-637-3661.
- Mud and Debris Flow Management: Free engineering advice is available for property owners in burn areas. Call 800-675-HELP (4357) for assistance.

UPDATE 12/12/24, 3:00 PM - City of Malibu Continues Emergency Operations for Franklin Fire and Begins Preparing for Repopulation Efforts
Following the 12:00 PM press conference, Franklin Fire Unified Command has announced updates regarding the Franklin Fire and the preparations for repopulation effort for Malibu.
The Franklin Fire has burned 4,037 acres and is now 20% contained, with 9 structures destroyed. This progress reflects the extraordinary efforts of the over 1,700 personnel actively responding to the fire.
The City of Malibu is preparing for the transition from the emergency and life safety phase of the Franklin Fire to the repopulation of evacuation zones. The process requires thorough inspections of roads, utilities and other critical infrastructure to confirm it is safe for residents to return. The City Public Works Department is working closely with Unified Command and other responsible agencies to ensure public safety during this incident. Unified Command is composed of CalFire, Los Angeles County Fire Department (LACFD), and Los Angeles County Sheriff’s Department (LASD).
Zones being repopulated will continue to reflect an Evacuation Warning (Yellow) status. Repopulation areas will be accessible to Residents Only with proper ID. Residents can check the status of their evacuation zones and repopulation updates by visiting the Genasys Evacuation Map at protect.genasys.com.
- Normal Status (Evacuation Warning Lifted): Evacuation warnings have been lifted east of Las Flores Canyon, including Topanga and Sunset Mesa Zones. These areas have been returned to “normal status”.
- Repopulating with Evacuation Warning (Yellow): Area’s west of Las Flores Canyon to Sweetwater Mesa, and west of Serra Road to Puerco Canyon are being repopulated under Evacuation Warning status.
- Remaining Under Mandatory Evacuation Order (No Access): Area west of Sweetwater Mesa and Serra Road remains under Evacuation Order, with no access at this time.
Residents returning to their homes in repopulation zones can do so with confidence that these areas have been thoroughly inspected by agencies and deemed safe. However, all residents are urged to remain cautious and follow instructions from public safety officials. For guidance on staying safe in burn areas and proper use of protective equipment, residents are encouraged to visit: http://publichealth.lacounty.gov/media/Wildfire/.
For areas still under evacuation orders, hazards are being actively assessed and mitigated by response teams. The City will provide updates as additional zones are cleared for safe repopulation. The decision to lift evacuation orders and begin repopulation will be made by the Los Angeles County Sheriff’s Department. The City will provide updates as more information becomes available.
