Step 1: Administrative Review

The first step in contesting a parking citation is to request an Administrative Review. A request for Administrative Review must be filed within 21 days of the issuance of the parking citation, or within 14 days after the date of the mailing of the courtesy notice of delinquent parking citation.

IMPORTANT: Incomplete information or failure to contest the citation within the allotted time period will automatically end the appeal process and the parking citation will be upheld.

There is no fee to contest your citation at this level. You may request an Administrative Review by following the instructions for the options below.

Request an Administrative Review Online

To request an Administrative Review via our online portal, please visit the follow link and enter either your Citation Number or your vehicle's License Plate: https://www.pticket.com/MALIBU/

If your citation qualifies for an appeal, a CONTEST ONLINE link to the contesting form will appear to the right of the citation number. Follow the prompts to fill out and indicate the reason(s) you feel your citation was issued in error. In addition, be sure to include copies of any documentation to support your claim.

When filling out the online appeals form, please be sure to include your full name and your mailing address. Your decision cannot be mailed without a complete and correct address – include suite number, apartment number, zip code, etc. All appeal results will be mailed to you at the address provided on the appeals form.

Request an Adminstrative Review in Writing

To request an Administrative Review in writing, submit a letter stating the reason for contesting the citation, and include your Driver’s License number and a copy of the actual citation or courtesy letter of outstanding citation. In addition, be sure to include copies of any documentation to support your claim (documents will not be returned). Examples of such documentation include photocopies of the Vehicle Registration, Disabled Person’s Placard, Permit and Permit Holder information, photos, etc. Send copies only, as all submitted information is kept on file and will not be returned. A current address and phone number must be included in case we need to reach you.

Receiving Your Appeal Result

The findings of the Administrative Review will be mailed to the applicant.

  • If it is determined that the citation is not valid and you are not liable, the parking citation will be dismissed and no further action is required.
  • If the citation is found to be valid and you are found liable, the parking citation amount due must be paid within 21 calendar days of the mail date of the Administrative Review notification. Failure to pay the full amount due will cause the penalty to be doubled, and a notification will be sent to the Department of Motor Vehicles. Renewal of your automobile registration may be placed on hold until the citation is paid in full.
