California Government Code Section 65400(b) mandates that each city and county planning agency prepare an annual report to the California Department of Housing and Community Development (HCD) and Office of Planning and Research (OPR) regarding the implementation of the Housing Element and how the City is meeting its regional housing needs for the city. The deadline for the submittal of the report is April 1st of each year for the prior calendar year.
