On December 18, 2023, the Planning Commission held a public hearing on the environmental document, entitlements, and land use and zoning changes for this project and recommended approval to the City Council. Due to the code amendments associated with the project, public hearings before the City Council and California Coastal Commission are required.  A hearing date before the City Council was scheduled for October 13, 2025, but will be heard at the October 27, 2025 City Council meeting.

The Ryokan Project consists of a General Plan, Zoning Map and Local Coastal Program mapping amendments from Community Commercial to Community Visitor-Serving-Two for the existing 16-room Nobu Ryokan Motel (22752 PCH) and Malibu Tide pool Health Club (22762 PCH), a coastal development permit and conditional use permit for the conversion of the existing non-conforming use (motel and adjacent private gym and pool) to a 17-room bed and breakfast inn, the sale of alcohol for onsite consumption, and a lot tie for the two lots to operate conjunctively and conversion of office space in the Tide pool building into a new guest suite. No interior or exterior improvements are proposed. 

Procedural Consideration - Due to the code amendments associated with the project, public hearings before the City Council and California Coastal Commission are required. In addition, approval of the entitlements is dependent upon certification of the Local Coastal Program Amendments by the California Coastal Commission.

CEQA - ENVIRONMENTAL REVIEW

The Planning Department prepared and issued a Notice of Intent to Adopt a Negative Declaration for the environmental document. The 30-day public review period began on December 2, 2021 and ended on January 3, 2022. The State Clearinghouse public review period for agencies began on December 8, 2021 and ended on January 6, 2022 (SCH# 2021120124). The Environmental Review Board reviewed the project on January 26, 2022. The Negative Declaration will be included as part of the October 27, 2025 staff report.
