The City of Malibu is planning the future of 61 acres of community lands and needs feedback from our Malibu community! To ensure the future of these lands aligns with the community’s priorities, the City has launched a robust outreach and engagement program to collect your feedback. Throughout this process, the City’s primary goal is to gather extensive input on what types of public facilities the community prefers for these five spaces.

(NEW) MALIBU STATE OF THE CITY VIDEO
On Friday, May 10, Mayor Steve Uhring delivered the State of the City address, reflecting on the City's highlights, challenges, and achievements from the past year and looking toward the year ahead. The event, hosted by the Malibu – Pacific Palisades Chamber of Commerce, took place at the new Santa Monica College (SMC) Malibu Campus. Along with Mayor Uhring, speakers included Santa Monica College Associate Dean Alice Meyering; CA Senator Ben Allen; Assemblymember Jacqui Irwin; Sophia Soudani, representative of LA County Supervisor and Board Chair Lindsey Horvath; Malibu-Lost Hills Sheriff’s Station Commanding Officer Captain Jennifer Seetoo, Santa Monica-Malibu Unified School District Board Member Stacy Rouse. (POSTPONED) MAY 15 SCHOOL SEPARATION WORKSHOP POSTPONED
The previously scheduled School Separation Workshop has been postponed until further notice. The City of Malibu held a special meeting of the City Council on April 10, 2024, to share information on the tentative Revenue Sharing Agreement as an update on the City’s unification efforts. EFFORTS TO IMPROVE PCH SAFETY
The City of Malibu is committed to doing everything possible to improve safety on our 21 miles of Pacific Coast Highway (PCH), which has long been a top priority for the community. See the past and current measures to improve PCH safety on the dedicated webpage.
(NEW) STATE, county and city OFFICIALS ANNOUNCE NEW “GO SAFELY PCH” DRIVER EDUCATION CAMPAIGN AND GIVE UPDATES ON SAFETY IMPROVEMENTS TO PCH
State, County and Malibu officials and law enforcement held a press conference to announce the “Go Safely PCH” driver education campaign May 8 at the site of the Ghost Tires Memorial commemorating the nearly 60 people who have lost their lives on PCH in the last 10 years, as well as actions at the state and local level to reduce deaths and serious injuries on PCH and make it safer for residents, pedestrians, bicyclists and motorists.

The CalSTA and Cal OTS "Go Safely PCH" campaign includes 31 billboards placed along freeways outside Malibu, as well posters, lawn signs, and social media advertising. The officials and law enforcement attending the press conference signed the pledge wall, making a commitment to do their part to slow down and drive safely as part of the collective effort to make PCH safer.

PCH SAFETY UPGRADES:
Caltrans is investing $4.2 million for multiple safety upgrades to PCH infrastructure, including:
- Lane separators to prevent vehicles from drifting into oncoming traffic or making illegal turns,
- Crosswalk striping at all locations for increased visibility for drivers and pedestrians,
- More visible road striping, and more speed limit and curve warning signs.
INCREASED ENFORCEMENT:
- Beginning in January, the City approved a long-term contract with the CHP to add three full-time officers to help the Los Angeles County Sheriff’s Department (LASD) with traffic enforcement on PCH in Malibu for the first time since 1991. CHP officers issued more than 1,200 citations through April, more than 1,000 of which were for speeding.
- CalOTS provided $555,000 in additional funding to LASD, Los Angeles Police Department and Santa Monica Police Department for increased enforcement on PCH.

(NEW) UPDATE ON TRAFFIC ENFORCEMENT IN MALIBU
CHP MALIBU TASKFORCE: During the week of April 22 - 28, the CHP Malibu Task Force issued 60 citations: 52 for speeding, two for unsafe lane change, two for distracted driving, two for other, one for seatbelt violation, and one for mechanical violations. Four verbal warnings were also issued. January – April, CHP officers issued over 1,200 citations, more than 1,000 of which were for speeding. The City signed a long-term contract to bring CHP patrols back to Malibu in January as part of the City's efforts to address PCH safety. This active, visible enforcement sends a strong signal that speeding and reckless driving in Malibu will not be tolerated. MALIBU-LOST HILLS SHERIFF’S STATION: The Malibu-Lost Hills Sheriff’s Station has been providing additional traffic enforcement in Malibu at the City’s request. The Station reported the following traffic safety data for January through April, 2024. Total collisions: 70. Fatal collisions: 0. Injury collisions: 24. Total citations issued: 1,793. For January through April, 2023: Total collisions: 76. Fatal collisions: 1. Injury collisions: 34. Total citations issued: 1,613.

(NEW) SIGN UP NOW FOR FREE FIRE EXTINGUISHER TRANINGS, MAY 15
The City will offer two free fire extinguisher training courses for community members as part of the City’s efforts toward community-wide emergency preparedness, Wednesday, May 15, 2:00 PM and 6:00 PM at City Hall. Knowing how to operate a fire extinguisher confidently and safely can save your home or business, and even save lives! The City’s Fire Safety Liaisons will teach the one-hour trainings. A classroom session will cover fire extinguisher mechanics, decision making on when to use a fire extinguisher, and safety considerations. (NEW) HOMELESS OUTREACH UPDATE
The City’s Homeless Outreach Team, which consists of two outreach workers and a housing navigator from The People Concern, reported that in March 2024, they engaged with 63 people experiencing homelessness in Malibu, seven of whom went into permanent or interim housing where they will be connected to a broad network of services. Among them was an elderly woman who had been homeless in Malibu with diagnosed paranoid schizophrenia. Though service resistant for an extended period, the Outreach Team’s tireless efforts resulted in the person getting placed in interim housing that is ideal for her circumstances. (NEW) MEET YOUR LOCAL DEPUTIES AT THE MALIBU LOST HILLS SHERIFF’S STATION OPEN HOUSE, JUNE 1
Join the Malibu - Lost Hills Sheriff's Station for their Open House on Saturday, June 1, 9:00 AM - 1:00 PM. Meet your local law enforcement officers, discuss public safety issues. Highlights will include equipment and booths from Malibu Search and Rescue, Volunteers on Patrol, the K-9 Unit, Sheriff's Mounted Posse (horse patrols), Mini Therapy Horses, as well as horse rescue equipment, a Sheriff's Department helicopter, and jail tours. (NEW) NOW IS THE TIME TO COMPLETE MANDATORY BRUSH CLEARANCE BEFORE JUNE 1 DEADLINE
The June 1 deadline for mandatory brush clearance is coming up fast, so now is the time for Malibu homeowners to get started on their brush clearance. Proper brush clearance is one of the most important ways to make your home and the community more resistant to wildfires. If you have not yet completed your brush clearance and need help or information, please contact our Fire Safety Liaisons at FireSafety@MalibuCity.org or call 310-456-2489, we are here to help you. Brush clearance helps create the “defensible space” that firefighters need to safely and effectively protect life, property, and the environment. Be sure to complete your brush clearance before the June 1 deadline to avoid fines. (NEW) SIGN UP NOW FOR A HOME WILDFIRE HARDENING ASSESSMENT
In addition to completing mandatory brush clearance, one of the best ways to protect your home and community is to get a free Home Wildfire Hardening Assessment. The assessment involves a 30-to-60-minute exterior inspection of your property by the City's Fire Safety Liaisons looking at what can be done to make the home and property less vulnerable to the millions of flying embers from a wind-driven wildfire, a leading cause of homes burning down in wildfires. You’ll get a checklist of steps to take to harden your property, such as removing dead vegetation or wood furniture that is touching the house and covering attic vents with fine steel mesh. FIRE SAFETY LIAISONS READY TO HELP MALIBU NEIGHBORHOODS BECOME FIREWISE COMMUNITIES
Neighborhoods in Malibu can get assistance from the City's Fire Safety Liaisons to become certified as Firewise Communities by CAL FIRE and the National Fire Protection Association (NFPA). They recently helped Malibu West become recognized as a “Good Standing” Firewise Community and are currently working with Rambla Pacifico and Malibu Canyon Villas to help them get Firewise recognition. The City is striving to get as many neighborhoods recognized as Firewise Communities as possible in order to make them, and the entire community, more resistant and resilient to wildfires, help reduce insurance rates, and be able to secure grants through the Fire Safe Council. APPLICATIONS ARE ONCE AGAIN BEING ACCEPTED FOR FREE HAZARD TREE REMOVAL PROGRAM
PROGRAM APPLIES TO DEAD TREES ONLY. OPEN TO MALIBU CITY RESIDENTS ONLY. The City is once again accepting applications for the free Hazard Tree Removal Program. The City secured an additional $326,000 in grant funding to extend the popular program. This is the third round since the program started in 2021. The program is one of the concrete steps that the City is taking to improve wildfire safety across the community in Malibu. It empowers residents to make their homes and properties less vulnerable to wildfire, which in turn protects entire neighborhoods by reducing the fuel that fires need to spread. The City’s Fire Safety Liaisons and a licensed arborist will come to your home and determine if the trees meet the program's criteria for removal. (NEW) HOUSING ELEMENT DRAFT #5 SUBMITTED TO STATE
After a seven-day public review period concluded on the fifth revision of the 2021-2029 Housing Element Draft, staff submitted the draft to the California Department of Housing and Community Development (HCD) on May 7. This was part of the settlement the City reached with with the California Attorney General, Governor Newsom, and HCD that will enable Malibu to reach compliance with the state’s Housing Element Law. With technical support from the state, the City will adopt a housing plan by September 23, 2024, to allow for the development of 79 housing units, 47 of which must be affordable to low- and very low-income households. The agreement is related to California’s sixth Housing Element Update Cycle for the 2021-2029 time period. For more information, visit the Housing Element webpage.
(NEW) SANTA MONICA COLLEGE ANTENNA TOWER HEARING, june 3
On June 3, the Planning Commission will hold a public hearing to consider modifications that would bring the existing communications tower at Santa Monica College Malibu Campus into compliance with City code and be able to be used by the Los Angeles County Sherriff's Substation on the campus. Since the tower was erected in 2022, during the construction of the SMC campus, Planning staff have been working with the County to bring the tower into compliance. (NEW) EXPANDED PLANNING PUBLIC COUNTER SERVICES
As part of the Planning Department’s effort to improve customer service and streamline the development process, the Planning Department is offering Planning Consultations on Tuesdays and Thursdays from 8:00 AM to 12:00 PM. This will give members of the public an opportunity to speak to a senior-level planner during counter hours. Members of the public are encouraged to submit over-the-counter applications at the Public Counter to receive same-day approvals and to obtain zoning information. No appointment is necessary. The Planning Public Counter is available Monday through Friday from 8:00 AM to 12:00 PM. In addition, the Planning Fire Rebuild team is available on Tuesdays and Thursdays from 9:00 AM to 12:00 PM. The City launched a new Development Portal for applicants or owners to submit projects, get status updates, keep track of progress on their projects, and manage documents and fees. Property owners will have access to individual projects, real time updates, Departments' revisions, required documents, and fee information. The City will be holding a Town Hall Meeting about the new Exterior Elevated Elements (E3) Program Thursday, May 16, 12:00 PM at City Hall. The City Council adopted the E3 ordinance to safeguard the public and to provide guidance for owners and project applicants about the requirements and inspections. E3s (balconies, exterior walkways, decks, exterior stairways and landings) on buildings in the City with three or more dwelling units must be inspected by a California-licensed architect, civil or structural engineer. These inspections will identify signs of deterioration and determine if there is a risk of collapse. The compliance deadline is January 1, 2025. The City is hosting additional Town Hall meetings April 9 and May 16. Watch video of the City's virtual Coastal Vulnerability Assessment workshop, focused on gathering community feedback on the impacts of sea level rise along Malibu’s coast. The community is encouraged to take a survey through May 31 to give input on the next steps of the Coastal Vulnerability Assessment. Community comments will be presented to the City Council. MALIBU BUILDING SAFETY WINS PRESTIGIOUS DEPARTMENT OF THE YEAR AWARD
The City is proud to announce that the Environmental Sustainability Department/Building Safety was presented with the California Building Officials (CALBO) Building Department of the Year Award. CALBO is a State organization of city and county building departments and industry representatives, with over 500 California member cities and counties. This award recognizes the outstanding leadership demonstrated by a jurisdiction. To win this award a department must meet strict criteria showing dedication to building safety through effective long-term disaster response, environmental sustainability, and progressive technological practices. The Environmental Sustainability Department / Building Safety has made significant strides in those areas, promoting building safety, innovation, and community engagement. They have shown remarkable adaptability and have been at the forefront providing essential services and care to the Malibu community.

The Ripple Effect: Generative Poetry Workshop takes place Saturday, May 25 at 2:00 PM at Malibu Bluffs Park (24250 Pacific Coast Highway). Attendees can bring a poem of their to read during the open mic session. The featured reader for Caffeinated Verse will be past Poet Laureate Ricardo Means Ybarra. The City's free poetry workshops are offered in partnership with the Malibu Library, the Malibu Poet Laureate Committee, and the Malibu Arts Commission. (NEW) summer art exhibition call for artists, Apply by May 31
In tribute to Malibu’s deep roots in surfing culture, the Malibu Arts Commission invites local Malibu artists to submit artwork in any medium for consideration to be featured in the next public art exhibition in the Malibu City Gallery, “A Tale of a Seaside Town.” Online submissions are due by May 31. Selected artwork will be displayed from July 15 through August 23. For more information and to submit, visit the Arts Commission website. The Arts Commission will host a free opening reception on Sunday, July 14, 12:00 PM at City Hall, with food, beverages, and a live musical performance.
(NEW) Charmlee Wilderness park trail Clearance and remediation
On May 13, the City's contractor, Managed Career Solutions (MCS), began trail clearance and remediation of the six miles of trails at Charmlee Wilderness Park. MCS will clear overgrown pathways and remediate trails damaged during winter storms. The work is expected to take 12 to 18 months at no cost to the City. The Summer Recreation Guide and City Newsletter is now available online and will be mailed to Malibu homes during the week of May 1. The guide includes programs from June through August, including the Adult Softball League, Aqua Aerobics, Day Camps, Learn to Swim Lessons, Outdoor Recreation, Senior Programs and Excursions, and special events such as the CineMalibu Movies in the Park. PUBLIC WORKS
(NEW) UPDATES ON LANE AND ROAD CLOSURES
The City is in constant communication with Caltrans as their engineers continue to assess the safety and stability of the slopes and roadway at the landslide sites in Topanga Canyon and on Pacific Coast Highway (PCH).
Lane closures on PCH for the City's PCH Signal Synchronization Project are necessary to complete the City's most significant project to date to improve safety and mobility on PCH, a top priority of the community. The signal project work cannot be done at night safely and without incurring major project cost overruns and delays. Completion is expected in late 2024.
The City understands the inconvenience and frustration caused by the traffic congestion. The closures are necessary for the safety of motorists and workers. We will continue to post any significant changes on social media and other platforms. If no updates are posted, it is because nothing has changed.

CALTRANS PROJECTS
CALTRANS - TOPANGA CYN
Topanga Canyon remains closed in both directions at least until this fall due to the large, active landslide. Please note that Topanga Canyon is outside City of Malibu, and Caltrans has jurisdiction over Topanga Canyon. The City shares this and other updates as a courtesy to Malibu residents and commuters impacted by the Topanga closures. For questions and comments, please contact Caltrans at Topanga@dot.ca.gov.
CALTRANS - PCH AT BIG ROCK
One lane of northbound PCH remains closed near Big Rock Dr due to an active landslide. Over the past few weeks, the majority of large rocks have descended.
CALTRANS – SOLSTICE CREEK BRIDGE REPLACEMENT WORK
One lane of northbound PCH is diverted into the center media just before Corral Canyon for a project to repair or replace culverts along PCH to restore endangered fish habitat, and to replace the Solstice Creek Bridge. Watch for active construction with workers and work vehicles, and a 30 MPH speed limit.
CITY OF MALIBU PROJECTS
MALIBU PCH SIGNAL SYNCHRONIZATION PROJECT
Crews are currently working westward near Carbon Canyon, and have bored and installed approximately 25,000 linear feet of conduit. Additional crews are working further west identifying existing utilities, potholing and installing new conduits and pull boxes. Unfortunately, crews are unable to implement the alternate traffic control (shifting the lanes to the center to keep two lanes open) due to safety reasons, existing infrastructure, and specific locations of ongoing work.
PCH MEDIAN PROJECT
Construction is underway on PCH from John Tyler Dr to Puerco Canyon on the City’s PCH Median Improvement Project, which will contribute to PCH safety. Estimated completion June 2024.
MALIBU BLUFFS PARK SOUTH WALKWAY REPAIRS – The Contractor started pouring concrete for the west portion of the sidewalk and most of the curb last week. Crews will continue preparing subgrade and installing forms for remaining sections of sidewalk at east end of project.
MALIBU PARK STREET RESURFACNING PROJECT – The Contractor has completed the 30" diameter RCP storm drain pipe and catch basins, pavement repairs and Type II Slurry, proposed on both sides of Harvester Road. Asphalt is delayed due to weed issues but is expected to be ready in mid-May. Final striping will be scheduled shortly after paving is completed.
