WILDFIRE SEASON
(NEW) LA COUNTY FIRE DEPARTMENT TO DISTRIBUTE FREE NOAA WEATHER RADIOS AT CITY HALL NOVEMBER 12
The Los Angeles County Fire Department will distribute free National Oceanic and Atmospheric Administration (NOAA) weather radios to Malibu residents Saturday, November 12, 9:00 AM - 1:00 PM at Malibu City Hall. Pre-registration is required - register on the website. The rechargeable NOAA weather radios can receive emergency information about wildfires, earthquakes and other disasters impacting the County and sound a loud alert, even when power and communications are knocked out. Priority will be given to residents who require assistance to acquire a personal Weather Radio, as well as seniors or people with disabilities or mobility issues. (NEW) MALIBU SECURES FUNDING TO CONTINUE FIRE HAZARD TREE REMOVAL PROGRAM
As part of the City’s efforts toward community-wide wildfire safety, the City secured additional funds from the Santa Monica Mountains Conservancy to continue the 2021 Hazard Tree Removal Program. The goal of the program is to remove dead trees that represent a threat to life safety, property, infrastructure, and access for community members and emergency responders. Dead trees also add fuel load to any future wildfire. Residents who were on the waiting list when the funds were exhausted last May will be given priority. (NEW) FIRE CONDITIONS UPDATE
Live Fuel Moisture (LFM) and Conditions - LFM is at 56% as of October 27, down significantly from 63% two weeks earlier. 60% and below is considered critical. As part of continuous wildfire preparedness, the City tracks LFM as well as relative humidity, temperature, and dead fuel moisture to determine fire conditions for Malibu. The LFM is the percentage of water content to dry matter in live vegetation. LFM can be as high as 200%. The Los Angeles County Fire Department Forestry Division conducts sampling approximately every two weeks and posts the results on their website. The low LFM level increase the potential for ignition and flammability, but without strong, sustained winds, the potential is lower for large fire spread. Two or more inches of rainfall spread out over several weeks would be needed to significant raise the LFM level. Santa Ana wind events are expected Thursday November 10 into Friday November 11, and again on November 16. Thanks to the heavy rain this week, Red Flag fire conditions are not expected. October, November and December are the peak period for wildfire conditions in our region, with an average of eight Red Flag days. Fire season is not over, and windy, dry weather can bring back hazardous fire conditions, so community members are encouraged to continue their wildfire preparedness and monitor weather conditions closely. (NEW) MORE BEACON BOXES ARE BEING INSTALLED TO HELP OUT-OF-AREA FIREFIGHTERS RESPONDING TO A WILDFIRE IN MALIBU
The City continues to install "Beacon Boxes" that include maps and thumb drives strategically located throughout the City in order to assist outside fire agencies responding to a wildfire in Malibu. The first 10 have been installed, and 12 more will be installed during the week of November 14.
LA COUNTY ESTABLISHES NEW DISASTER RESPONSE AND EVACUATION ZONES THAT MATCH MALIBU’S EVACUATION ZONES
The City of Malibu joins Los Angeles County public safety agencies, County Board of Supervisors District 3, and the Cities of Agoura Hills, Calabasas, Hidden Hills, and Westlake Village In “Know Your Zone,” an effort to introduce the community to the County’s newly established official evacuation zones and the County’s new Zonehaven AWARE online tool. The County’s new zones in the Malibu area are the same as the City of Malibu’s Evacuation Zones that are part of the Mass Evacuation Plan that the City Council adopted February 24, 2020 following a recommendation from the Malibu Disaster Council. The Mass Evacuation Plan, an update to the City’s Emergency Operations Plan, was created by a working group convened after the 2018 Woolsey Fire to improve communication, coordination and response on wildfire evacuations in Malibu. Enter an address into the Zonehaven AWARE interactive map to find your zones, as well as real-time status updates, shelter options and other valuable information specific to that zone.
STATE LAW NOW REQUIRES INSURANCE COMPANIES TO OFFER DISCOUNTS FOR WILDIFRE PREPAREDNESS AND MITIGATION
California Insurance Commissioner Ricardo Lara announced that, effective October 17, insurance companies would be required to give discounts for wildfire safety and mitigation efforts made by homeowners and businesses. Currently, about 40% of insurance companies provide such discounts. The state’s Safer From Wildfires framework includes a list of expert-recommended actions that home and business owners can take to better protect their properties from fires. High on the list are steps to harden homes and properties, including brush clearance, landscaping improvements, covering eave vents with metal mesh, and removing dead, dry vegetation and flammable materials such as wood furniture, firewood and decking from away from structures. A list of insurance companies offering the discounts is posted on the California Department of Insurance website.
START GETTING PREPARED for wildfires NOW
Residents should be preparing for wildfire season. Closely monitor local fire weather conditions and warnings on the National Weather Service Los Angeles/Oxnard website. Create or review your family or business emergency plan, including evacuation routes and reunification locations, and gather emergency supplies. Check the expiration dates on food and medication. Keep vehicle fuel tanks above half full. Make sure you are able to open electric gates or garage doors when the power is out. For preparedness guidance, get the Malibu Survival Guide. Most importantly, make sure flammable materials and vegetation are cleared away from your home. Flying embers are a leading cause of homes burning down during wildfires. The 30-60 minute inspections follow the Fire Code and nationally recognized best practices. You can learn simple and often inexpensive steps, such as maintaining good brush clearance, keeping dead vegetation and flammable materials such as wood furniture away from the house, and covering up eave vents with metal mesh. (NEW) RESIDENTS ENCOURAGED TO INSTALL "KNOX BOXES" TO GIVE SHERIFF'S DEPUTIES EMERGENCY ACCESS TO GATED PROPERTIES
Community members are encouraged to install a "KnoxBox" emergency key system to enable Sheriff’s Deputies to access unstaffed gates to residential properties to ensure rapid law enforcement access in case of emergencies. In order to effectively and efficiently respond to emergency calls, Deputies need to be able to access all residential and commercial properties, including gated communities. The KnoxBox system is separate from the system used by the LA County Fire Department. A Knox Master Key is given exclusively to Deputies. Community members can buy a KnoxBox online. Once the purchase is made, the Malibu-Lost Hills Sheriff’s Station is notified, and a Deputy will help verify access following its installation by a locksmith. (NEW) GIVE YOUR INPUT THROUGH NOVEMBER 22 ON LA COUNTY’S 2023-2024 HOMELESS INITIATIVE FUNDING RECOMMENDATIONS
Community members can give their input on Los Angeles County’s draft Homeless Initiative Funding Recommendations for Fiscal Year 2023-2024. The County’s proposed framework to end homelessness focuses on homeless prevention, outreach, interim housing, permanent housing, and supportive services that receive funding through Measure H, a 1/4-cent sales tax approved by County voters in March 2017, and through the State of California’s Homeless Housing, Assistance and Prevention (HHAP) grant program. The proposed $598.4 million spending plan is available to review online, together with an online form for submitting feedback during the public comment period, November 8 - 22, 2022. The County initiative funds a Homeless Outreach Coordinator for the Las Virgenes – Malibu Council of Government that works with the Malibu Homeless Outreach Team, the Sheriff’s Department and City staff to proactively engage and serve people experiencing homeless in the City.
CITY COUNCIL ADVANCES SCHOOL SAFETY EFFORT
The City Council awarded an agreement with the consulting firm Guidepost Solutions LLC to conduct a comprehensive and holistic school safety assessment. The assessment will be inclusive of all K-12 public schools in the City and will extend beyond physical security and safety procedures to include a review and analysis of behavioral health programs, policies and procedures as well. The consultant will begin a discovery process in the coming weeks and should complete the review with a final report in three to four months.
UPDATE ON CITY EFFORTS TO ADDRESS HOMELESSNESS
The City’s Public Safety Department provided an update to the Homelessness Task Force on October 19 on fires attributed to homeless encampments this year, as well as Malibu’s homelessness statistics. There have been four fires attributed to homeless encampments as of October 18, 2022, a significant decrease compared to the 23 homeless encampment-related fires in 2021. The recent Greater Los Angeles Homeless Count showed 81 people experiencing homelessness in Malibu, or about four individuals per square mile, a significant decrease from 2021 and 2020. The City of Malibu has fewer people experiencing homeless per square mile compared with other west Los Angeles area cities. The Task Force was also updated on the City’s Request for Proposals for an organization or facility to provide interim shelter beds for people experiencing homelessness in Malibu. Santa Monica-Malibu Unified School District and City of Malibu Announce Progress on School District Separation
The City of Malibu and the Santa Monica-Malibu Unified School District (SM-MUSD) have jointly settled on a detailed framework and process to pursue the separation of the two territories into two separate unified school districts: Santa Monica Unified and Malibu Unified. The framework emerged after months of mediation and joint meetings between the parties dating back to April of this year. See details of the framework and process. (NEW) PUBLIC HEARING ON ACCESSORY DWELLING UNIT ORDINANCE POSTPONED TO 2023
The November 21, 2022 Planning Commission public hearing on the City's Accessory Dwelling Unit proposed ordinance will be postponed until 2023. For details see the Notice of Public Hearing. The staff report will be available on the website prior to the hearing. The state of California has identified ADUs as an important tool to create more affordable housing amidst the statewide housing crisis and has passed several laws to make it easier to build ADUs. In order for members of the public to be informed of pending event permit applications and to provide an additional opportunity for public input, the City has changed the Event Permit Report format to include all event permit applications deemed complete for review for consistency and compliance with the requirements of the Malibu Municipal Code and the Planning Director’s action on each application. The Mountains Recreation & Conservation Authority (MRCA) seeks input from reviewing agencies and the public about the Environmental Impact Report (EIR) for its Malibu Lower-Cost Accommodations Public Works Plan. The Plan proposes a variety of park facility improvements and public outreach programs at the Malibu Bluffs Open Space and the existing campground at Ramirez Canyon Park. On December 12, staff will present a draft comment letter to the City Council for its consideration. Based on the City Council comment, the comment letter will be sent to the MRCA. VIRTUAL WORKSHOP SCHEDULED FOR MALIBU'S NEW ORGANIC WASTE RECYCLING PROGRAM, DECEMBER 7
The City is hosting a virtual workshop to help community members learn about the importance of, and how to successfully participate in, the City’s Organic Waste Recycling Program, on Wednesday, December 7, at 7:00 PM. The Organic Waste Recycling Program is an important way that Malibu can fulfill its commitment as a community to be part of the efforts to address climate change and protect the environment. The link for the event is posted on the website. Attendees will receive a free kitchen scraps collection caddy (limit one per household). The 1.9 gallon, dishwasher-safe caddies are easy to fill, carry, empty, and clean, offering a convenient way to collect food scraps to be recycled. The City has also created a free online Zero Waste Guide to help residents learn how to sort their food scraps based on their hauler’s requirements. For more information, visit the webpage.
MANDATORY WATER USE RESTRICTIONS IN EFFECT DUE TO DROUGHT
With the current drought estimated to be considerably more extreme than the 2015 drought, the Los Angeles County Waterworks Districts (LACWD) has issued mandatory water use restrictions for communities including the City of Malibu, which is served by Waterworks District 29. LACWD asks all customers to cut back their water usage by 30%. Outdoor and lawn watering is restricted to two days a week based on address numbering and property type:
- Tuesdays and Fridays = residential even number
- Mondays and Thursdays = residential odd number
- Mondays and Fridays = commercial
- 10 minutes per station maximum
- Only allowed between 6:00 PM and 10:00 AM
Separately, the City of Malibu also prohibits spray irrigation between 8:00 AM and 8:00 PM, and prohibits any landscape irrigation within 48 hours of significant rainfall. See all of the City’s water conservation rules. See the complete list of LACWD water use restrictions at: LACWaterworks.org.
WATER CONSERVATION REBATES AND RESOURCES
Residents and businesses are urged to make use of the many rebates and resources available to help save money and water. Malibu residents and businesses can apply for a cash rebate to remove grass lawns of $5 per square foot (up to 5,000 square feet or $25,000 total). Other rebates for Malibu residents include water-saving toilets, laundry machines, sprinkler nozzles, rain barrels and cisterns, weather-based irrigation controllers and soil moisture sensor systems. Rebates and resources for commercial customers include water-saving devices, the Water Savings Incentive Program, the Onsite Retrofit Program, and the Public Agency Turf Replacement and Project Assistance Program. The Community Services Department will host an informational booth on Saturday, November 12, 10:00 AM - 12:00 PM at Malibu Bluffs Park, where community members can learn more about the winter programs, register for programs, pick up a print copy of the Recreation Guide, and receive a giveaway bag. Online registration for Winter Programs opens on Monday, November 14, 8:00 AM.

(NEW) TRANCAS BRIDGE PROJECT
Work on the Caltrans Trancas Bridge Replacement Project continues with daytime work weekdays 7:00 AM - 3:00 PM. The California Department of Fish and Wildlife permit for the project has been amended to allow for work within Trancas Creek until December 30. Construction activities will continue with pile column and pier cap construction followed by work on the bridge deck. There are right lane and shoulder closures in place, and no parking on PCH from Guernsey Avenue to Trancas Canyon Road. Motorists, pedestrians and cyclists should proceed with caution, and watch for vehicles, equipment staging, workers, dust, lights, signs in the road and shoulder, and unplanned temporary lane and shoulder closures. The speed limit is reduced to 30 MPH, with signs posted, in the construction zone. Under California law, speeding fines are doubled in construction zones.
