(NEW) MALIBU PULLS OUT OF MEDIATION TO ADVANCE SCHOOL DISTRICT SEPARATION EFFORT
Following extensive efforts to reach a mediated resolution, the City of Malibu has asked the Los Angeles County Office of Education (LACOE) County Committee on School District Organization (County Committee) to move forward to consider the City’s Petition to separate from the Santa Monica-Malibu Unified School District (SM- MUSD) and form an independent School District.
The City originally filed a petition with the County Committee in 2017, but requested the petition process be paused to allow mediation with SM-MUSD. Despite dedicated efforts to find common ground and extensive progress on a Revenue Sharing Agreement, ultimately the parties were unable to reach a resolution.
Although the parties had reached an agreement on a Revenue Sharing Agreement, the recent mediation sessions had not yielded progress on the two remaining agreements: the Operational Agreement and the Joint Powers Authority Agreement. Consequently, the City believes it is a better use of its resources to return to the County Committee process. By resuming the petition process with the County Committee, the City aims to gain greater control over educational resources, curricula, and school management, ensuring that the unique characteristics of the community are effectively addressed. Put simply, this move will allow Malibu to achieve local control as quickly as possible.
Malibu officials are pleased that the mediation process was framed by two guiding principles: (1) formation of an independent Malibu Unified School District is in the best interest of all students and (2) that both successor educational entities should be allocated a sufficient share of funding to provide a similar level of service at each school site as prior to separation.
The City had hoped the District would join in its efforts to finalize separation before the County Committee but has learned that the District intends to now challenge the City’s petition — despite years of agreeing that separation is in the best interest of all students. Nevertheless, the City remains committed to these principles as we move forward with the County Committee process.
The City expresses its gratitude to the community for their ongoing support and involvement in this important initiative and remains steadfast in its mission to achieve an educational system that fully aligns with the values and needs of Malibu’s residents. (NEW) UPDATE ON UNPERMITTED NOBU PARTY ON JULY 4
At the July 8, 2024 City Council meeting, City Manager Steve McClary addressed concerns regarding the unpermitted Fourth of July party at Nobu. This matter is now an active code enforcement case, and a citation has been issued. Nobu had applied for a temporary use permit (TUP) to hold the event, but they failed to provide required information, and comply with conditions related to parking, traffic, and their circulation plan, and the event was denied. The City did hear from Nobu on the morning of July 4 that the event was proceeding, despite the denial of the Temporary Use Permit (TUP). The City Attorney responded by advising them that doing so would constitute a willful violation of the City's municipal code, and would subject them to code enforcement action. Unfortunately, the City does not have the jurisdictional ability to independently shut down an event like this. The City did have a Code Enforcement Officer on site, monitoring the event for any violations, and the Los Angeles County Sheriff's Department (LASD) also provided a traffic control officer to oversee the situation, and no significant traffic disruptions were reported. Furthermore, the Los Angeles County Fire Department Fire Marshall was not called in, as it did not appear that the event exceeded the restaurant’s capacity. Regarding the tragic fatal traffic collision that occurred on Pacific Coast Highway later that evening, the matter is currently under investigation by the LASD, and all inquiries about it should be directed to the LASD. The City offers its sincere condolences and support to all those impacted by this loss, and remains committed to fighting for a safer PCH. The City is aware that Nobu has threatened to bring a lawsuit against the City, but at this point in time, the City has not been served with a summons or complaint. The LASD asks that anyone with information about the incident contact the Malibu-Lost Hills Sheriff’s Station at 818-878-1808.
(NEW) MAYOR AND MAYOR PRO TEM SELECTED FOR NEW TERM
On Monday, July 8, 2024, the Malibu City Council selected and swore in Doug Stewart as the City’s next Mayor and Marianne Riggins as Mayor Pro Tem during the Council meeting. Video of the Council changeover is available to watch online.
Mayor Stewart stated, "It’s a humbling experience to now be the Mayor of the town that I love. When I became a Councilmember, I pledged to represent not only the people who voted for me, but everyone in our City, and I promise to continue that representation as your Mayor. I look forward to continuing our ongoing work with the Council, Commissioners, community and City staff on the important matters that Malibu faces. With the Municipal Election coming soon, I will do my best to keep the work of the Council focused on the dais, and separate from the election.”
Mayor Pro Tem Riggins added, “As a lifelong Malibu resident, nothing could make me more proud than to be able to serve on the Council and give back to the community that has given me so much. I look forward to continuing our work with the City Council and the community to protect and preserve our unique rural, coastal village and provide the best possible services and programs for our residents.”
The Council thanked the outgoing Mayor, Councilmember Steve Uhring, for his service to the community, representing the City, the community, and the Council during his term as Mayor.
STATEMENT IN RESPONSE TO FATAL TRAFFIC COLLISION ON PACIFIC COAST HIGHWAY ON JULY 4
The City of Malibu is deeply saddened to learn of a report that another fatal traffic collision occurred last night, July 4, 2024, on Pacific Coast Highway (PCH) at Carbon Canyon Road. According to the Los Angeles County Sheriff’s Department, on Thursday, July 4, 2024, at approximately 10:17 PM, Deputies from the Malibu-Lost Hills Sheriff’s Station responded to a traffic collision at the intersection of PCH and Carbon Canyon Road. A preliminary investigation revealed that a 2019 Mercedes Benz, traveling eastbound on PCH, crossed the center median for unknown reasons and collided head-on with a 2020 Cadillac traveling westbound.
Tragically, the driver of the Cadillac succumbed to his injuries at the scene. The passenger of the Cadillac and the driver of the Mercedes Benz sustained non-life-threatening injuries and were transported to a local hospital for treatment. The cause of the collision remains under investigation, and no further information is available at this time
Councilmember Steve Uhring (then Mayor), expressed his deep sympathy and concern over the incident: "We are deeply saddened by the tragic loss of life resulting from last night's accident. This heartbreaking incident underscores the importance of the City's ongoing efforts to address safety on Pacific Coast Highway.

2024 MALIBU GENERAL MUNICIPAL ELECTION
ELECTION NOMINATION PERIOD FOR NOVEMBER 5, 2024 MALIBU GENERAL MUNICIPAL ELECTION open JULY 15 - AUGUST 9
The nomination period for candidates running for Malibu City Council in the November 5, 2024 General Municipal Election opens on Monday, July 15, and ends August 9 (unless one or more of the incumbents does not file, in which case the nomination period will be extended to Wednesday, August 14). Three City Council seats are up for election, each for a four-year term. Nomination packets may be picked up in person from the City Clerk's Office at Malibu City Hall (23825 Stuart Ranch Road) throughout the nomination period during
the City Clerk’s office hours, which are posted. To schedule an appointment to pull nomination paperwork to begin the nomination process, email City Clerk Kelsey Pettijohn at

Before any candidate raises or spends any money in connection with their campaign, they must first fill out and sign the Declaration of Intent to Solicit and Receive Contributions Form and the Fair Political Practices Commission Form 501 and file them with the City Clerk.

PCH SAFETY EFFORTS UPDATE
The City of Malibu is committed to doing everything possible to improve safety on our 21 miles of Pacific Coast Highway (PCH), which has long been a top priority for the community. See the past and current measures to improve PCH safety on the dedicated webpage. For decades, PCH safety has been a top priority for Malibu. The City Council declared a local state of emergency to address the increasingly dangerous conditions on the highway, culminating in the tragic deaths of four Pepperdine University students struck by a speeding driver while walking along PCH in October 2023. Since 2010, 61 people have lost their lives on PCH.

The City of Malibu is proud to present "Cruise Malibu - Surf, Sand, Slow," Malibu's new Pacific Coast Highway (PCH) safety education and awareness movement. Cruise Malibu aims to empower Malibu residents to help promote safe driving practices along PCH and address the dangerous conditions that have cost more than 60 lives since 2011. Cruise Malibu was designed by a group of community members, Pepperdine students, law enforcement and City staff, and features an original theme song produced by That’s the Sound! Productions and recorded by musician Rick Cowling, lead guitarist, vocalist, bassist and keyboard player for Kenny Loggins. The Cruise Malibu commercial also features a special guest appearance by Mark Hamill, who played Luke Skywalker in the iconic Star Wars films, and his four-legged friend Gertie the French Bulldog.

The Caltrans Master Plan Feasibility Study aims to identify safety and multimodal travel improvements for all users of PCH in Malibu, including multimodal travel options for pedestrians and bicyclists, as well as enhancing transit opportunities on Pacific Coast Highway (PCH) in Malibu. The PCH Master Plan will include community stakeholder engagement activities and community outreach meetings to gather input on various traffic calming measures and other street improvements, including a “boulevard” roadway. (NEW) SAVE THE DATE FOR THE CITY’S SAFETY AND PREPAREDNESS FAIR, SEPTEMBER 15
Save the date for the City’s annual Safety and Preparedness Fair on Sunday, September 15 at City Hall. The free event will offer a broad assortment of public safety and disaster preparedness information and resources on subjects including traffic safety, bicycle safety, animal safety, and disaster preparedness. The event will include Touch-a-Truck with vehicles from the Los Angeles County Fire and Sheriff’s Departments, SoCal Edison, Waste Management and Tip-Top Tow. The bicycle safety non-profit Safe Moves will host a Bicycle, Scooter, and Pedestrian Rodeo to teach pedestrian and bicycle safety. There will be a rock-climbing wall, as well as an earthquake simulator that recreates a realistic and educational experience of a major earthquake inside a house. The Fair is a great opportunity for kids and adults to learn about emergency preparedness, and meet our local public safety and law enforcement professionals in person. Learn about emergency and wildfire preparedness products and services from the many participating vendors, and enjoy lunch and dessert for purchase from the In-N-Out and Tikiz Shaved Ice food trucks. (NEW) SHERIFF'S CRIME AND SAFETY UPDATE
Sergeant Chris Soderlund, the City's Liaison from the Malibu-Lost Hills Sheriff's Station (LASD), gave a crime and safety update to the City Council during the July 8 meeting. He reported that in June 2024, Malibu had 47 Part 1 (serious) crimes for a total of 206 for the year-to-date, compared with 219 for the same period last year, a 6.3% drop. On June 28, Deputies patrolling on PCH observed a car with multiple vehicle code violations, and saw drug paraphernalia in plain view in the car. Upon searching the vehicle, they recovered a variety of narcotics, scales and other materials, and made an arrest for possession with intent to distribute. On July 3, Deputies responded to a call from hikers and found a dog that had been cruelly bound and abandoned in a wilderness area. They rescued the dog together with Malibu Search and Rescue and County Animal Care and Control. The dog was treated and is recovering and doing well. LASD is investigating, and asks anyone with information to call the Station at 818-878-1808. Watch video of the update.
(NEW) HOMELESS OUTREACH UPDATE
The City’s Homeless Outreach Team, which consists of two outreach workers and a housing navigator from The People Concern, reported that in June 2024, it engaged with 70 people experiencing homelessness in Malibu, two of whom were placed in interim housing where they will be connected to a broad network of services. Among those was an individual who had been homeless in Malibu for years, suffering from dementia and progressing skin cancer among other health concerns. Through a coordinated and comprehensive approach, the Outreach Team was able to enroll the individual into a skilled nursing facility where he now resides and receives the medical attention he desperately needed after years of neglect. (NEW) CHP ENFORCEMENT UPDATE
The California Highway Patrol (CHP) Malibu Task Force reported on its activities July 1 through July 7. The Malibu Task Force had three members working a total of nine shifts, and issued a total of 94 citations, of which 79 were for speeding, three were for distracted driving, three were for other moving violations, two were for seatbelt violations, and seven were for mechanical violations. Six verbal warnings were also issued.
In response to increasingly conditions on PCH, the City Council declared a local emergency. The Council approved a long-term contract with the CHP to assist the Los Angeles County Sheriff’s Department (LASD) with traffic enforcement patrols on PCH in Malibu starting in January. It is the first time since the City's founding in 1991 that Malibu has had regular CHP patrols. The CHP patrols and the intensified traffic enforcement by LASD have already gotten noticeable results, with fewer collisions, injuries and deaths on PCH in Malibu. This highly visible enforcement sends a strong signal that speeding and reckless driving will not be tolerated in Malibu. CITY RAMPS UP RESPONSE TO ILLEGAL PARKING WITH NEW PARKING ENFORCEMENT CONTRACTOR
On July 3, the City's new Parking Enforcement Services, provided through LAZ Parking, commenced operations to provide an additional layer of support to the Los Angeles County Sheriff's Department and Sheriff’s Volunteers on Patrol (VOPs) during the Fourth of July holiday weekend. Three parking enforcement officers were directed to areas where enforcement was most needed - Point Dume, Winding Way and central Malibu. LAZ Parking also conducted enforcement throughout the City to help ensure public safety, emergency responder access, and beach access for residents and visitors. The holiday weekend parking enforcement operation signals the start of a permanent parking enforcement team that will be assigned to the City later this month. The City Council approved a contract with LAZ Parking in June following recommendations by the Public Safety Commission in order to address the increasingly severe impacts of illegal parking on neighborhoods throughout the City. Illegal parking is a common problem that impacts Malibu’s public safety, coastal access and quality of life.

(NEW) SAFETY LIAISONS ARE AVAILABLE TO HELP NEIGHBORHOODS ATTAINING FIREWISE USA RECOGNITION
The City's Fire Safety Liaisons are available to help neighborhoods attain Firewise USA recognition, which improves fire safety and can help with fire insurance. Firewise USA is a free, voluntary program to provides a simple framework to help neighbors work together to improve wildfire safety and resilience in their neighborhoods. Any neighborhood, HOA, POA, condominium complex, or mobile home park with more than eight but fewer than 2,500 units is eligible to apply.
In addition to several items in the City’s Home Wildfire Assessment program, becoming a recognized Firewise USA community is one of the factors that insurance companies must consider for discounts under new Department of Insurance Safer from Wildfires regulations. The City is proud to welcome our two newest Firewise USA recognized neighborhoods, Malibu Canyon Village and Portico At Malibu. Both have been recognized as “In Good Standing” Firewise Communities by CAL FIRE and the National Fire Protection Association (NFPA), with the assistance of the City's Fire Safety Liaisons. The City now has five recognized Firewise USA communities, including Big Rock Mesas, Malibu Country Estates, and Malibu West. Firewise USA is a nationally recognized volunteer program that provides a framework to help neighbors in fire-prone areas to get organized, find a common goal, and to take action to increase the wildfire resistance of their homes and communities. The June 1 deadline for mandatory brush clearance has passed, but it is still crucial for Malibu homeowners to get started on their mandatory brush clearance. Proper brush clearance is one of the most important ways to make your home and the community more resistant to wildfires. Brush clearance helps create the “defensible space” that firefighters need to safely and effectively protect life, property, and the environment. The assessment involves a 30-to-60-minute exterior inspection of your property by the City's Fire Safety Liaisons looking at what can be done to make the home and property less vulnerable to the millions of flying embers from a wind-driven wildfire, a leading cause of homes burning down in wildfires. You’ll get a checklist of steps to take to harden your property, such as removing dead vegetation or wood furniture that is touching the house and covering attic vents with fine steel mesh. APPLICATIONS AGAIN BEING ACCEPTED FOR FREE HAZARD TREE REMOVAL PROGRAM
PROGRAM APPLIES TO DEAD TREES ONLY. OPEN TO MALIBU CITY RESIDENTS ONLY. The City is once again accepting applications for the free Hazard Tree Removal Program. The City secured an additional $326,000 in grant funding to extend the popular program. This is the third round since the program started in 2021. The program is one of the concrete steps that the City is taking to improve wildfire safety across the community in Malibu. It empowers residents to make their homes and properties less vulnerable to wildfire, which in turn protects entire neighborhoods by reducing the fuel that fires need to spread. The City’s Fire Safety Liaisons and a licensed arborist will come to your home and determine if the trees meet the program's criteria for removal. (NEW) UPDATE ON THE CITY’S INTERIM PLANNING DIRECTOR
Dear Malibu Community,
We recently announced the appointment of Jack Wong as the Interim Planning Director for our City. Mr. Wong brought a wealth of experience, and we were looking forward to working with him on an interim basis. Our goal in making this appointment was to ensure the transfer of institutional knowledge to ensure continuity of departmental operations. Nevertheless, due to retiree annuitant rules, certain restrictions would make the interim role infeasible for both parties so an interim director search will continue. As such, we are retracting the previous announcement and will commence a new search to fill the position on an interim basis as soon as possible. We appreciate your understanding and patience as we work through this transition. We will continue to keep the community informed as we progress through this process.

(NEW) TOPANGA LAGOON RESTORATION PROJECT PUBLIC REVIEW PERIOD THROUGH AUGUST 13, COMMUNITY MEETING MEETING AUGUST 5
You can learn about and give your input on the Proposed Final Environmental Impact Report (FEIR) for the Topanga Lagoon Restoration Project. The project is a multiagency cooperative effort by California State Parks, CalTrans, County of Los Angeles Department of Beaches and Harbors and the Resource Conservation District of the Santa Monica Mountains to protect and restore precious the Topanga Lagoon ecosystem, one of the last coastal wetlands in Southern California. The project covers biological and cultural resources, an integrated program for coastal access, emergency response and interpretation, and proactively addresses the effects of sea level rise. (NEW) COASTAL COMMISSION HEARING ON LECHUZA BEACH PUBLIC ACCESS IMPROVEMENTS PROJECT, AUGUST 9
The California Coastal Commission (CCC) will hold a public hearing on the Mountains Recreation & Conservation Authority (MRCA) application for a coastal development permit for the Lechuza Beach Public Access Improvements Project on at Friday, August 9, 9:00 AM at King Gillette Ranch. The Malibu Planning Commission held a public hearing on April 1 on the MRCA's application for the project. However, the adopted resolution denied the requested conditional use permit for an onsite wastewater treatment system and ADA-compliant restroom, and added conditions to provide public access to the beach in the event of a fire. The Planning Commission's decision was appealed to the California Coastal Commission by the MRCA. The hearing agenda and staff report are available on the CCC website.

(NEW) MALIBU RESIDENTS CAN SIGN UP FOR MALIBU FILM SOCIETY’S SUMMER SPECIAL EVENT SERIES AT CITY HALL
The Malibu Film Society and the City of Malibu present special film events at City Hall this summer, with 50 free seats reserved for local residents. Screenings are in the Malibu Civic Theater at City Hall, located at 23825 Stuart Ranch Road. Showtimes will be 7:30 PM each night, with doors opening at 7:00 PM for the free pre-show reception including wine, snacks and soft drinks for all guests. To attend, complete the one-time registration process online, then make reservations as each new show is announced. Advance reservations are required, with 50 free seats for residents available on a first-come/first-served basis. The additional seats are available at a special discount.

Thursday, August 15: "Buster Keaton - America's Avant-Garde Auteur"
One of the greatest comic actors of all time, Buster Keaton influenced Charlie Chaplin, Laurel & Hardy, W.C. Fields, Abbott & Costello, Sid Caesar, Lucille Ball, Jerry Lewis, and Bill Murray. His influence as a director has been just as profound, an unconventional and surreal style that's since shown up in films by Orson Welles, Billy Wilder, Roman Polanski, Woody Allen, Mel Brooks, Martin Scorsese, Wes Anderson and more. Hollywood historian, producer and screenwriter David Weddle ("Battlestar Galactica," "For All Mankind") will join us for an evening of film clips and conversation about why Keaton remains such a powerful, indelible presence. Mr. Weddle will also stay with us after the show to answer questions.

(NEW) OPEN PLAY SOFTBALL, SUNDAYS THROUGH AUGUST 18
The Pony Field at Malibu Bluffs Park will be available for open play softball on Sundays 10:00 AM to 2:00 PM, July 28 through August 18. Open Play Softball is a a program for adults 18 and over. MALIBU BLUFFS PARK MULTIPURPOSE FIELD CLOSED FOR MAINTENANCE, JULY 8 – AUGUST 9
The Multipurpose Field at Malibu Bluffs Park will be closed for bi-annual rest and renovation July 8 through August 9. The rest and renovation are important in keeping the field safe and playable throughout the year. Other facilities at Malibu Bluffs Park will remain open.
MALIBU CITY GALLERY SUMMER ART EXHIBITION OPEN THROUGH AUGUST 23
The City of Malibu Arts Commission invites all of Malibu to enjoy the City’s summer community art exhibition in the Malibu City Gallery, “A Tale of a Seaside Town,” a tribute to Malibu’s deep-rooted surfing culture, through August 23. The City Gallery is located in Malibu City Hall and is open Monday through Friday, 8:00 AM to 4:00 PM. Admission to the gallery is free, tickets or RSVPs are not required. PUBLIC WORKS
(NEW) MORNING VIEW DRIVE STORM DRAIN IMPROVEMENTS AND RESURFACING
The City's contractor has installed three new 18" RCP lateral lines from the existing County SD and are currently constructing the three new catch basins.
(NEW) PCH SIGNAL SYNCHRONIZATION PROJECT
The City's contractor is currently working east of the Malibu Pier. Additional crews are working further west identifying existing utilities, potholing, and installing new conduits and pull boxes. Contractors have completed installing all new cameras and Bluetooth equipment on the existing poles. Crews also continue to place repair concrete at various locations and prepare for new pole foundations. This is the City's most significant measure to date to improve traffic safety and mobility on PCH. The project will make PCH a safer "Smart Corridor" by installing communication lines between the existing traffic signals on PCH from Topanga Canyon Boulevard to John Tyler Drive to synchronize the signals to existing traffic conditions. It will allow signals to be controlled remotely by the Caltrans Traffic Management Center to lower traffic speeds and reduce congestion. See details about the project.
(NEW) TRANCAS CANYON SLOPE REPAIRS
The City's contractor has completed the installation of the jute netting, wire mesh, and irrigation repairs. Final testing and adjustments will be completed towards the end of July. Crews will be hydroseeding and repairing the turf field. The project is expected to be complete in early August.
(NEW) LEGACY PARK BENCHES RENOVATIONS
The City's contractor continues to refinish the last group of benches and anticipates completing the project in late July.
