Statement by Malibu's Electricity Provider, Clean Power Alliance (CPA), on Recent Electricity Bill Issues Impacting CPA Customers in Malibu

Malibu residents have recently noticed additional charges on their electricity bills and raised their concerns with the City. Staff is looking into the matter. CPA, Malibu's electricity provider, released the following statement with information about the situation. CPA also provided a sample electricity bill showing the billing errors, available here

Any resident who feels there may be errors in their monthly bill, or has questions about their bill, may contact Clean Power Alliance at (888) 585-3788 (TTY 323-214-1296) or customerservice@cleanpoweralliance.org.

Customers who need to make alternative payment arrangements may contact Southern California Edison (SCE) directly at 800-950-2356. Customers will not be charged a late fee or other penalties for delayed billing periods. This delayed billing issue impacted all CPA customers. 

Based on their income, customers may qualify for discounted electricity bills through the CARE or FERA programs. To enroll or for more information, visit www.SCE.com/CAREandFERA or call (800) 798-5723.

Some Clean Power Alliance customers may notice two CPA generation charges on their January electricity bill rather than one. Due to a coordination issue between CPA’s billing manager Calpine and Southern California Edison (SCE) over the holidays, these customers’ bills in December included a SCE delivery charge but did not include a CPA generation charge.

The current January bill therefore includes both December and January CPA generation charges, as well as the January SCE delivery charge. These do not represent incorrect or duplicate charges.

CPA is committed to serving our communities, and we realize that an unexpected charge may be difficult for many customers, especially with so many families and businesses still impacted by the economic fallout of COVID-19. We will work with you to navigate your payment options.

If you receive a bill that’s higher than anticipated and need to make payment arrangements, please contact SCE directly at 1-800-950-2356. You will NOT be charged a late fee or other penalties for delayed billing periods.

Holiday time can be a time of increased usage and the past several weeks in Southern California have been particularly cold and rainy, which can also lead to increased usage. For some customers, even those not impacted by this delayed billing issue, this could also be a reason for a higher-than-average bill.
