Salt & Nutrient Management Plan

In February 2009, the State Water Resources Control Board (SWRCB) adopted Resolution No. 2009-0011, which established a statewide Recycled Water Policy. This policy encourages increased use of recycled water and local stormwater. It also requires local water and wastewater entities, together with local salt/nutrient contributing stakeholders, to develop a Salt and Nutrient Management Plan (SNMP) for each groundwater basin in California.

The objective of a SNMP is to manage salts and nutrients from all sources "… on a basin-wide or watershed-wide basis in a manner that ensures attainment of water quality objectives and protection of beneficial uses." [SWRCB Recycled Water Policy] The SNMP prepared for the Malibu Valley Groundwater Basin will eventually be adopted by the Los Angeles Regional Water Quality Control Board (LARWQCB) into the Implementation Section of the Basin Plan as a Basin Plan Amendment. The SNMP will include the following:

  • Stormwater and Recycled Water Use/Recharge Goals and Objectives
  • Characterization of Hydrogeologic Conceptual Model/Water Quality
  • Estimation of Current and Future Salt and Nutrient Loading
  • Water Quality Monitoring
  • Estimation of Basin Salt and Nutrient Assimilative Capacity (relative to Basin Plan Objectives)
  • Antidegradation Analysis
  • Development of Implementation Measures to Reduce Salt and Nutrient Loading
  • CEQA Analysis of the Salt and Nutrient Management Plan

Participation by local agencies, communities, organizations, and other stakeholders is an important part of this process. Accordingly, a number of workshops have been and will be held to describe the plan development process and seek input from stakeholders.

The City of Malibu, with support from RMC Water and Environment, is leading the SNMP planning process along with the support, contributions, and guidance of the Malibu Valley Groundwater Basin stakeholders.
