The City is interested in contracting with a highly qualified consulting firm to provide a complete Community Resilience and Adaptation Plan with resilience, adaptation, and climate action policy recommendations. The Plan will include short, medium, and long term goals, and include a framework for re-assessment and continual improvement. The Plan must ensure the City’s compliance with California State Bill 379 (Jackson, 2015).

Project Objectives include:
  • Assess and build upon existing information and data
  • Provide a comprehensive assessment of existing policies, programs and best practices, and other relevant studies and plans by state agencies, regional jurisdictions, and expert organizations
  • Conduct a comprehensive assessment of resilience frameworks
  • Host two innovative and robust stakeholder engagement forums with regional agencies
  • Design and implement a community resilience online survey
  • Draft a comprehensive vulnerability assessment
  • Prepare and present the Plan to the Malibu City Council

- A working knowledge of the City’s development patterns and geography
- A working knowledge of local, state, and federal laws that may be relevant to resilience and adaptation strategies
- A working knowledge of sustainability and adaptation planning, including the ability to evaluate and develop vulnerability assessments
- Experience preparing sustainable city, climate action, resilience and adaptation plans
- Experience in fiscal impact analysis as it relates to sustainability, resilience, adaptation and climate action planning
- Demonstrated experience in communicating highly technical information about climate change, sustainability, resilience and adaptation effectively to the public
- Demonstrated experience conducting public workshops and community engagement
- Demonstrated experience collaborating with a wide-variety of stakeholders, including other planning consultants
All questions regarding the RFP must be submitted in writing. All proposals must be in conformance with the instructions provided in Section II of this RFP and received no later than the deadline.
