Jefferson Wagner Jefferson "Zuma Jay" Wagner was elected to the City Council in April 2008, and served through April 2012. He was elected for a second term in November 2016. His term will expire in November 2020. He served as Mayor from April 2010 to January 2011, and again from December 2018 to September 2019.

Mayor Wagner graduated from Agoura High School in 1971, where he was on the varsity track and cross country teams. He attended University of the Pacific, finishing in 1975 with a B.A. in Pre-Law. In 1975, he opened Zuma Jay's Surf Shop in Malibu, incorporating in 1979. He is a former Los Angeles County Reserve Deputy Sheriff (Level 1), and was awarded a 20-year contract by California State Parks in 2002 as the the Malibu Pier concessionaire. He has been a member of the Malibu Adamson House Board of Directors since 2006, and was named 2011 Environmentalist of the Year. He is licensed by the California State Fire Marshal as a Special Effects, 1st Class, and has been a member of Union Local 44 since 2003. Remaining active between his terms on the City Council, he was appointed in 2014 to serve on the Civic Center Design Standards Task Force.

Mayor Wagner is has written three books: "The Hobo's Handbook," "The Armchair Adventurist," and "Surfboard Wax: A History," published by Shiffer Press.
