In advance of the Tenant Protection Act of 2019 (AB 1482) going into effect on January 1, 2020, many landlords have rushed to evict long-term tenants in order to maximize profits. AB 1482 was passed to address a key cause of California’s affordable housing crisis by preventing rent gouging and arbitrary evictions. It prohibits evictions without “just cause” and prevents landlords from increasing rents by more than 5% per year plus Consumer Price Index (CPI). This wave of evictions is designed to evict lower-rent tenants without cause, raise rents and attract wealthier tenants before AB 1482 goes into effect. The disruptive effect of these efforts and significant harm imposed on long-term residents negatively affects cities, including Malibu. To protect Malibu residents, the City Council adopted an urgency ordinance on November 12, 2019, to temporarily prohibit no-fault evictions in residential properties in the City built before January 1, 2005.
