Malibu City Hall is closed. However, essential City staff, including the Emergency Operations Team, are working. The Emergency Operations Center (EOC) was activated on March 13 and is operating 7 days a week. FREE EMERGENCY FOOD BANK FOR LOW-INCOME RESIDENTS OR ENROLLED SMMUSD FAMILIES
In response to the COVID-19 pandemic, the City of Santa Monica and Virginia Avenue Park has partnered with the Westside Food Bank to offer pre-assembled food bags, one per household to low-income Santa Monica residents and/or families with children enrolled in Santa Monica Malibu Unified School District (SMMUSD) schools. Food pantry bags will be distributed by appointment only, twice a week at Virginia Avenue Park. For appointments, call (424) 410-1354, Monday – Friday, 9:00 AM to 5:00 PM. FOOD ASSISTANCE FOR WOMEN, INFANTS AND CHILDREN (WIC)
If your income has been affected by recent events, and you are pregnant or have a child under 5, WIC can help provide nutritious foods and more resources to keep your growing family healthy. NEW IRS WEBSITE TO HELP AMERICANS GET STIMULUS PAYOUT
Americans can speed up delivery of their up-to-$1,200 coronavirus assistance payout through an IRS website that launched April 15. DRIVE-THRU TESTING AT CITY HALL FOR ALL COMMUNITY MEMBERS – FRIDAY, APRIL 17, 10AM-4PM
The City of Malibu and its partners, Community Organized Relief Effort (CORE) and Malibu Medical Group, will offer drive-thru testing for all community members of the greater Malibu area at Malibu City Hall Friday, April 17, from 10:00 AM to 4:00 PM. You must be in line by 4:00 PM. Pre-registration is required online at https://www.MalibuMedicalGroup.com/contents/covid-19.
For the safety of the community, all community members are urged to get tested, regardless of symptoms. There are no out-of-pocket expenses for the test. If you have health insurance and have COVID-19 symptoms, your insurance company will cover 100% of the testing cost. If you have symptoms and no health insurance, you are requested to please make a donation of at least $60 or more to www.COREresponse.org. No one will be denied testing due to an inability to pay. Community members or businesses that would like to support this testing service may also make a donation to www.COREresponse.org.
SAFE DISTANCING PROTOCOLS TO PROTECT EMPLOYEES & VISITORS AT ESSENTIAL BUSINESSES MUST BE IMPLEMENTED AS OF APRIL 15 UNDER REVISED COUNTY ORDER
The Los Angeles County Public Health Dept extended Safer at Home Order was extended to May 15, 2020. The Revised Order also requires that Essential Businesses develop a Safe Distancing Protocol to ensure physical distancing and regular disinfection of high-touch areas. Business owners or managers must provide face coverings for all employees whose duties require contact with the public or other employees. The Protocol must be provided to all employees and posted in an area visible to the public as of midnight, April 15. A Protocol template is included in the Revised Order as Appendix A (pages 9-11). The City is conducting widespread outreach to businesses, residents and visitors, and the Malibu CERT team are visiting local businesses to make sure they are aware of the revised order and are preparing to implement the required safety protocols.
LA COUNTY PROVIDES PORTAL FOR SMALL BUSINESS APPLICATIONS FOR FEDERAL PAYCHECK PROTECTION PROGRAM
The County of Los Angeles, in partnership with Goldman Sachs and Community Reinvestment Fund, USA (CRF), has created a new application portal for small businesses seeking to apply for the federal Paycheck Protection Program (PPP), a forgivable loan product created by the CARES Act. GOVERNOR ANNOUNCES SUPPORT FOR UNEMPLOYMENT INSURANCE AND PANDEMIC UNEMPLOYMENT ASSISTANCE APPLICATIONS
At the Governor’s direction, the Employment Development Department (EDD) will expand its call center hours to operate 7 days a week from 8:00 AM to 8:00 PM beginning Monday, April 20, to assist individuals applying for unemployment insurance benefits. The EDD will also have a one-stop shop for individuals applying for both State unemployment insurance and the new federal Pandemic Unemployment Assistance (PUA) program beginning April 28. The PUA will provide federally funded benefits distinct from UI program for certain individuals out of work or partially unemployed due to COVID-19, including the self-employed, certain employees who lack sufficient work history, independent contractors, and gig workers. PUA benefits to be issued within 24-48 hours.

CORONAVIRUS/COVID-19 PREPAREDNESS AND RESPONSE
The City of Malibu continues to monitor the status of the Coronavirus and implement measures to protect public health and safety and is doing everything possible to support vulnerable community members. The City continues to follow the recommendations of the Los Angeles County Department of Public Health (LADPH), California Office of Emergency Services (CALOES) and the Centers for Disease Control and Prevention (CDC), and is taking steps to reduce the likelihood of community spread.
All Residents should be complying with the Stay at Home order, and leaving their homes only to conduct essential business, such as grocery shopping, medical appointments. When it is necessary to go out, everyone is required to wear cloth face coverings when entering an essential business to help prevent the spread of the virus. Residents should connect with neighbors, particularly seniors or those with underlying health conditions, to see if they need help in any way.
