CCWTF Phase One General Project Overview

Summary of Phase One (as of May 2019):

  • All developed properties are now connected, including all City-owned properties
  • New commercial development anticipated to be completed and connected in May
  • Remaining properties are undeveloped
  • Currently treating an average flow of 50,000 – 70,000 gallons per day
  • All treated flow has been in compliance with permit requirements
  • Approximately 32,000 linear feet (six miles) of wastewater and recycled water lines were installed
  • Currently supplying 47,500 – 66,500 gallons per day of recycled water
  • Phase One Cost: $60.1 million

Phase One Financing

At its Regular meeting on January 25, 2016, the City Council formed Assessment District 2015-1 (Civic Center Wastewater Treatment Facility – Phase 1), following ballot approval by a majority of the impacted property owners in the Civic Center. The Council also adopted Resolution No. 16-07 approving the Assessment Engineer’s Report, in which the individual parcel assessments were determined.
