CCWTF Phase One General Project Overview

Summary of Phase One:

  • Project included the construction of a new membrane bioreactor wastewater treatment facility and recycled water facility.  
  • The project also included the construction of a new wastewater collection system and recycled water distribution pipeline.  
  • Approximately 32,000 linear feet (six miles) of wastewater and recycled water lines were installed
  • All developed properties are now connected, including all City-owned properties.
  • Recycled water is currently being used at Malibu Bluffs Park.  Any excess of recycled water is then sent to the injection wells for final disposal.
  • Currently treating an average flow of 50,000 – 70,000 gallons per day.
  • All treated flow has been in compliance with permit requirements.
  • Phase One Capital Cost: $60.1 million
  • The connected parcels are required to pay for the operation and maintenance of the system in accordance with the Wastewater & Recycled Water Rates.


Phase One Financing

At its Regular meeting on January 25, 2016, the City Council formed Assessment District 2015-1 (Civic Center Wastewater Treatment Facility – Phase 1), following ballot approval by a majority of the impacted property owners in the Civic Center. The Council also adopted Resolution No. 16-07 approving the Assessment Engineer’s Report, in which the individual parcel assessments were determined.
