Project Update

Revised 3/17/21 - The project has obtained planning approvals. At this time, the applicant’s proposed timeline to complete condition compliance and plan check in order to start construction is unknown.

Project Overview

On April 28, 2015, the applicant, Bruce McBride, on behalf of the property owner, Green Acres, LLC, filed a CDP application to develop the Malibu Memorial Park Project (proposed project), located on the former Rancho Malibu Hotel Project site, 4000 Malibu Canyon Road (APNs 4458-030-007, 4458-028-015, and 4458-028-019). The project is located in the Commercial Visitor Serving-2 zoning district. The complete project description is provided in the Notice of Planning Commission Public Hearing.

Previous Project Background

The project site was previously proposed as the Rancho Malibu Hotel project. The 2011 CDP application included a 274,775 square-foot hotel complex, with 146 rooms, a spa, swimming pool, bar, and ballroom, as well as meeting room facilities, and retail and restaurant uses. A proposed four-level, 543-space parking structure included three levels of subterranean parking and one ground level parking lot.

A Draft Environmental Impact Report (EIR) was released for the Rancho Malibu Hotel Project in October 2013, and a public hearing before the Planning Commission was held to receive public comment on November 18, 2013. A Final EIR was not prepared for the project since the application was withdrawn in September 2015 when the project applicant proposed the subject memorial park on the project site in place of the hotel project.

 A detailed history of the hotel project entitlements and environmental review is provided in the Staff Memorandum dated 2012 (PDF). It should be noted that the memorandum has not been updated since 2012. The Coastal Commission-issued permit noted in the memorandum has since expired.
