		<title>SMC Satellite Campus Added to Schedule of Public Scoping Meetings on Draft EIRs</title>        
		<description>
    &lt;p&gt;Pursuant to the California Environmental Quality Act (CEQA), the City has issued a Notice of Preparation of an Environmental Impact Report (EIR) for each of the following major projects in Malibu. Scoping meetings have been scheduled as indicated to invite public input on the scope and content of information to be included in the Draft EIR. The City encourages all interested individuals, organizations and agencies to attend.&lt;/p&gt;

    &lt;p&gt;The Santa Monica Community College District (SMCCD) is proposing a Santa Monica College-Malibu Campus located at 23555 Civic Center Drive, Malibu, in the former Los Angeles County Sheriff&apos;s Station. The Proposed Project will include the demolition of the existing Sheriff&apos;s station building and the new construction of a 2-story, above-grade, approximately 27,500 square foot educational facility, including an approximately 5,700 square foot Sheriff&apos;s substation and Emergency Operations and Planning Center on the ground floor. The SMC-Malibu Campus also proposes an interpretive center, ancillary improvements associated with pedestrian and vehicular access, surface parking, open space, landscaping improvements and relocation of on-site utilities.&lt;/p&gt;

		<title>City Comments on State Parks Lagoon Documents</title>        
		<description>
    &lt;p&gt;The Coastal Comnmission recently provided the City with copies of two documents submitted by State Parks as part of the agency&apos;s compliance with Coastal Development Permit No. 4-07-098 for the Malibu Lagoon Restoration Project: The &lt;em&gt;Final Dewater Plan&lt;/em&gt; dated December 2010 and the &lt;em&gt;Hydrologicand Biological Project Monitoring Plan&lt;/em&gt; dated March 2012.&lt;/p&gt;

    &lt;p&gt;City Manager Jim Thorsen sent a letter to the Coastal Commission on May 14 with preliminary comments on the documents, requesting that the Commission and Los Angeles Regional Water Quality Control Board consider modifying the two plans to ensure the protection of public health for visitors to Surfrider Beach.&lt;/p&gt;

		<title>Court Of Appeal Rules in Favor of the City in Lawsuit Over Forced Amendments to Malibu LCP</title>        
		<description>
    &lt;p&gt;(May 10, 2012) Today, the Court of Appeal issued a unanimous decision in favor of the City of Malibu in the lawsuit the City filed against the California Coastal Commission over sweeping changes to Malibu&apos;s land use regulations. The regulations were made by the Commission at the behest of the Santa Monica Conservancy, which action the Court held was beyond the power of the Commission. Over the City&apos;s objections, the Coastal Commission approved an LCP Amendment in 2009 to accommodate the Santa Monica Mountains Conservancy/Mountains Recreation Conservation Authority&apos;s proposed &quot;Malibu Parks Public Access Enhancement Plan.&quot; That Plan amounts to a mini-LCP which would establish different uses and standards for Conservancy owned property in Malibu than for all other property in Malibu.&lt;/p&gt;

    &lt;p&gt;&quot;This decision is a very big deal because it puts a limit on the Commission&apos;s ability to interfere with local planning decisions,&quot; explained Mayor Laura Rosenthal. &quot;In this instance, the Commission overstepped its bounds and made planning decisions that are within the City&apos;s jurisdiction. We are pleased that the Court has held the Coastal Commission to limits of its authority. This case was always about local control and Malibu will never stop defending its right to local control.&quot;&lt;/p&gt;

    &lt;p&gt;The Court held that the Commission exceeded the authority granted to it under the California Coastal Act by attempting to amend the Malibu LCP even though the City did not approve the amendment.&lt;/p&gt;

    &lt;p&gt;&quot;There are limits to the Coastal Commission&apos;s authority and we are grateful to the Court for enforcing one such limit today,&quot; City Attorney Christi Hogin said. &quot;The Coastal Act delegates to cities with certified LCPs the authority to determine the precise manner in which the Coastal Act policies will be implemented in their towns. This case involved the greatest affront to local land use authority imaginable. The Conservancy and the Commission basically teamed up to rewrite Malibu&apos;s LCP as it would apply to the Conservancy&apos;s several properties scattered throughout Malibu and tried to do it by invoking an obscure provision of the Coastal Act meant for energy facilities and regional public works projects. In the wake of the Court&apos;s ruling, the City will be able to assume its role in the development of policies and work with the Conservancy to achieve our shared goals of public access, a world-class trail system and wonderful parks.&quot;&lt;/p&gt;

		<title>Pool Closed May 21-June 18 for Installation of New Filtration System</title>        
		<description>
    &lt;p&gt;The Malibu Community Pool, located at Malibu High School, will be closed for 1 month to allow for the installation of a new filtration system. The pool will close on Monday, May 21, and will re-open for summer programming on Monday, June 18.&lt;/p&gt;

    &lt;p&gt;During the pool closure, the Swim Team will utilize the Pacific Palisades pool and Pepperdine on certain days. Youth Water Polo will do dry-land workouts.&lt;/p&gt;

    &lt;p&gt;Registrations for Summer Swim Lessons can be processed at Malibu Bluffs Park or at City Hall in the Parks &amp;amp; Recreation office.&lt;/p&gt;

    &lt;p&gt;The Malibu Community Pool is operated through a joint use agreement between the City and the Santa Monica-Malibu Unified School District.&lt;/p&gt;

		<title>City Replies to State Parks Letter of March 30 Regarding Lagoon Concerns</title>        
		<description>
    &lt;p&gt;The City Manager has replied to the State Parks letter dated March 30, 2012, the agency&apos;s response to two previous letters from the City regarding concerns about the Malibu Lagoon Restoration Project.&lt;/p&gt;

    &lt;p&gt;The letter, dated May 8, 2012, acknowledges State Parks&apos; willingness to conform to some of the City&apos;s requests, but also points out that the majority of the issues related to public health remained unanswered.&lt;/p&gt;

		<title>PCH Lane Closures - May 2012</title>        
		<description>
    &lt;p&gt;Caltrans has issued permits for two projects along Pacific Coast Highway that will require lane closures during the month of May:&lt;/p&gt;

    &lt;ul&gt;
      &lt;li&gt;The contractor performing the work at 22706/22716 Pacific Coast Highway (south of the Pier) will be making improvements to the curb, gutter and sidewalk area that will require the closure of the southbound No. 2 lane. This work is scheduled for April 30 to May 11, between the hours of 9:00 am to 3:00 pm. The bus stop for this location will remain accessible and operational during improvements.&lt;/li&gt;

      &lt;li&gt;A project located at 22301 Pacific Coast Highway (near Carbon Canyon) will require the closure of the northbound No. 2 lane to allow for trucking of dirt from this site. The work is scheduled for May 1-31 between the hours of 9:00 am to 2:00 pm.&lt;/li&gt;
    &lt;/ul&gt;

    &lt;p&gt;Motorists and pedestrians are encouraged to plan for extra time and urged to exercise caution when in the work area. Please use an alternate route whenever possible.&lt;/p&gt;

		<title>PCH Street Sweeping Schedule Changed to Fridays</title>        
		<description>
    &lt;p&gt;Effective May 4, 2012, the schedule for street sweeping along Pacific Coast Highway, from Topanga Canyon Road to Decker Canyon Road, will be temporarily changed from the 1st and 3rd Monday to the 1st and 3rd Friday of each month. Most street sweeping is done between the hours of 2:00 am to 7:00 am.&lt;/p&gt;

    &lt;p&gt;The change is expected to improve the use of PCH for the many cyclists who utilize the street on weekends.&lt;/p&gt;

    &lt;p&gt;Staff will monitor the effectiveness of the new schedule over the upcoming months to determine if there are any substantial conflicts with trash pickup, parking issues or impacts to other services.&lt;/p&gt;

		<title>Application Period for Summer Student Intern Program Open May 1 through June 1</title>

    &lt;p&gt;The City of Malibu Student Intern Program exposes students to public service and promotes a career interest in local government. At the same time, the City benefits from the skills and fresh perspective a student intern can bring. Student interns are utilized in the various City Departments (Administrative Services, City Clerk&apos;s Office, Environmental Sustainability, Parks &amp;amp; Recreation, Planning, and Public Works) and have the opportunity to work on administrative assignments and special projects.&lt;/p&gt;

    &lt;p&gt;Student Intern Applications for Summer 2012 will be accepted May 1 through June 1, 2012. Applicants must be currently enrolled high school, undergraduate or graduate students. Interviews will be held the week of June 18, 2012, and interns will begin June 25, 2012.&lt;/p&gt;

		<title>Youth Commission Announces 2012 Youth Appreciates You (YAY) Businesses</title>        
		<description>
    &lt;p&gt;The Youth Appreciates You (YAY) program is an initiative created by the City&apos;s Harry Barovsky Memorial Youth Commission to recognize, award and promote local businesses for their contribution to the youth in Malibu.&lt;/p&gt;

    &lt;p&gt;At its meeting earlier this month, the Youth Commission announced the following 2012 recognized YAY businesses:&lt;/p&gt;

    &lt;ul&gt;
      &lt;li&gt;Boys and Girls Club of Malibu Teen Center&lt;/li&gt;

      &lt;li&gt;Drill Surf and Skate Shop&lt;/li&gt;

      &lt;li&gt;Point Pizza&lt;/li&gt;

      &lt;li&gt;Coffee Bean and Tea Leaf&lt;/li&gt;
    &lt;/ul&gt;

    &lt;p&gt;Recognized businesses will receive a YAY decal for display in their storefront and recognition in the City&apos;s newsletter and website.&lt;/p&gt;

    &lt;p&gt;The YAY program is designed to foster community support and awareness for local businesses that give back to the community. In order for businesses to qualify, a company must donate to nonprofit or community groups by contributing employee volunteer hours, offer employment opportunities for local youth, contribute company products and/or offer financial assistance to nonprofit or youth affiliated organizations.&lt;/p&gt;

		<title>City Council Reorganizes and Welcomes Two New Members</title>        
		<description>
    &lt;p&gt;At the Malibu City Council meeting on Monday, April 23, 2012, newly-elected Councilmembers Joan House, Skylar Peak and re-elected Councilmember John Sibert took the oath of office and the 12th Malibu City Council was convened. The new Councilmembers then each spoke, thanking their families and campaign supporters and provided brief overviews of their visions for the City.&lt;/p&gt;

    &lt;p&gt;Prior to welcoming the new Council, the community and guests bid a fond and grateful farewell to Councilmembers Pamela Conley Ulich and Jefferson Wagner.&lt;/p&gt;

    &lt;p&gt;Numerous residents expressed their appreciation for the outgoing Councilmembers&apos; dedicated service, and representatives for State and County elected officials, Councilmembers from neighboring cities and public safety agencies presented Councilmembers Conley Ulich and Wagner with plaques and certificates of recognition. Councilmember Wagner thanked his fellow Councilmembers, City staff and the residents for their support over his 4-year term and Councilmember Conley Ulich expressed her gratitude in a video montage of people and events that highlighted her 8 years on the Council.&lt;/p&gt;
