Local Agency Management Program (LAMP)
In 2000, the California Legislature passed Assembly Bill 885 (Water Code § 13290) that required the State Water Resources Control Board (State Board) to adopt regulations or standards for the permitting and operation of onsite wastewater treatment systems (OWTS). These standards were adopted by the State Board in 2012, as the Water Quality Control Policy for Siting, Design, Operation, and Maintenance of Onsite Wastewater Treatment Systems, also referred to as the OWTS Policy. This Policy (effective in 2013) sets minimum standards for OWTS and OWTS program administration by local agencies.

The City submitted a Draft Local Agency Management Program (LAMP) on May 11, 2016, as required by the Policy, for oversight of OWTS to the Los Angeles Regional Water Quality Control Board (Regional Board). 
  • The Draft LAMP was prepared in accordance with the requirements of the State Board's Policy and the Regional Board's Water Quality Control Plan for the Los Angeles Region (Basin Plan).
  • The State Board will review the Draft LAMP and provide comments to the City. 
  • The Draft LAMP will be discussed at Wastewater Advisory Committee meetings and by the City Council prior to approval and adoption of the Final LAMP.
