Street Overlay Project
Project Overview
The Fiscal Year 2015-2016 Street Maintenance Project is a part of the City’s approved Five Year Pavement Management Plan (PMP). Approved in 2012, the PMP provides a systematic and consistent method for assessing street maintenance and rehabilitation needs. It also provides the optimal time for maintenance and rehabilitation for every City owned street. The project work includes rubberized asphalt overlay, slurry seal, pavement repair, cold milling, demolition, traffic control, utility work, signage, traffic striping and appurtenant work. 

The major project components of the Fiscal Year 2015-2016 Street Maintenance Project are:
  • Rubberized Asphalt Resurfacing: Encinal Canyon Road (from Pacific Coast Highway and 4,000 LF after Pacific Coast Highway)
  • Slurry Seal: Encinal Canyon Road (between City Limits and 4,000 LF from Pacific Coast Highway) and Fernhill Drive (between Cliffside Drive and Grayfox Street)
  • Road striping following completion of resurfacing and slurry seal

Additional traffic management measures are being considered as part of the Point Dume Traffic Management Plan.

Project Benefits:
The project is intended to improve and maintain the quality of the roadway and ensure that the City’s local road network continues to meet the current and future needs of the community.

Project Funding

The project is funded by Traffic Safety Funds, Proposition C, and Measure R, with contributions from the City. 

Project Status:
On October 14, 2015 the City Council awarded an agreement to J & H Engineering General Contractors, Inc. for the construction of the Project. Work began in Fall 2015, and the project is substantially complete as of February 2016. 

Completion of the FY 2015-2016 work will mark the completion of the City's five-year Pavement Management Plan (PMP) within a four-year period.
