Codes & Standards
The City of Malibu adopted the 2013 California Building Codes, as amended by the County of Los Angeles, as amended by the City. The City also uses the California Energy Efficiency Standards. Building Safety Inspectors enforce minimum standards to safeguard life and limb, health, property, and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, and location and maintenance of all buildings and structures.

The codes itemized above have been adopted and maybe amended by the City of Malibu. Refer to Malibu Municipal Code Chapter 15 for any modifications.



California Senate Bill 407 - Plumbing Fixture Requirements
Senate Bill 407 (SB 407) requires noncompliant plumbing fixtures to be replaced by water-conserving plumbing fixtures when a property is undergoing alterations or improvements. This bill applies to all residential and commercial buildings constructed on or before January 1, 1994. Fixtures include water closets, urinals, showerheads, lavatory faucets, and kitchen faucets. Noncompliant fixtures can only be replaced by fixtures complying with the requirements of CALGreen and the California Plumbing Code.

SB 407 requirements are triggered by the following building alterations and improvements:

Single-Family Residential
  • All single-family residential additions, remodels, alterations and improvements

Multi-Family Residential

  • Building additions which increase the floor area of the space in a building by more than 10%
  • Building alterations or improvements in which the total construction cost is greater than $150,000
  • Alterations or improvements to a room in a building that contains any noncompliant plumbing fixtures

Commercial

  • Building additions which increase the floor area of the space in a building by more than 10%
  • Building alterations or improvements in which the total construction cost is greater than $150,000
  • Alterations or improvements to a room in a building that contains any noncompliant plumbing fixtures

Note:  Tenant improvements within a multi-tenant building will be considered as a room in a building. Only the plumbing fixtures within the tenant’s area must be replaced. Common fixtures within the building not controlled by the tenant will not be required to be replaced under a tenant improvement permit.
