Onsite Wastewater Treatment Systems

City permits are required to construct and operate a new OWTS. In most cases this includes a planning permit, a construction permit, and an operating permit. Obtaining these permits requires approval by the Environmental Health office, Geology, and Planning. For all existing OWTS, operating permits must be obtained when a property is sold. For commercial and multifamily OWTS, renewable operating permits are required.

Submittal Requirements

Planning Permits:  Step 1 - Apply for a Coastal Development Permit (CDP) with Planning Department staff

Construction Permits:  Step 2 - Apply for a Combination Sewer/Septic Permit with Building Safety staff

Operating Permits:  Information and forms related to the OWTS Program and Point of Sale inspections

OWTS Practitioner Program:  All Practitioners for wastewater treatment systems must be registered with the City
